The accident occurred at noon on July 29, in the area of a passing curve about 12km from the center of My Ly commune, Nghe An province, on a rough road connecting to an area heavily affected by flash floods.
The truck with a local license plate, hung a ticket "A truck carrying relief goods for people in flooded areas", collided with a Mitsubishi pickup truck on a narrow pass. The strong crash caused severe damage to the front of both vehicles, and some goods were scattered on the road. According to witnesses, at the time of the accident, the road was slippery, the curves were quick, and the truck went down the slope without being able to handle it in time, leading to the collision.
