Not only overcoming the consequences of storm No. 10, but continuing to respond to storm No. 11

On the afternoon of October 5, the Vietnam Road Administration informed that the recovery situation of storm No. 10 was basically stable, and units continued to respond to storm No. 11.

According to information from the Vietnam Road Administration (Ministry of Construction), up to now, the work of overcoming the consequences of storm No. 10 and post-storm floods on the national road system has achieved many important results.

According to the updated report, by 4:00 p.m. on October 4, all national highways managed by the Road Management Areas under the Vietnam Road Administration were open to traffic again.

QLDB I reported that 7 flooded sections on National Highway 1 in Thanh Hoa have been drained, traffic is smooth. The landslides on the embankment were handled promptly, ensuring safety for vehicles passing through.

The work of cleaning, cleaning the road surface, collecting garbage, and assessing the status of the road surface after flooding is being implemented synchronously. Maintenance units continue to inspect and repair small damaged items, ensuring long-term stability for the infrastructure.

Localities that suffered heavy damage such as Ha Tinh, Cao Bang, Lao Cai... have proactively deployed forces and means to overcome the situation.

In Ha Tinh, by noon on October 4, the section Km475'Km476 QL1 (Bac Hong Linh ward) had allowed vehicles to circulate again when the flooded water level was only 10'15 cm.

On National Highway 8 and National Highway 8C, landslides and overflow points have been handled, and the routes have been completely opened to traffic. Local units continue to clean up fallen trees and mud, ensuring safety during prolonged rainy days.

In Cao Bang, the recovery work is being promoted widely. To date, 46/47 traffic jams on the national highway have been opened to traffic; only one deeply flooded point at Km3+600 National Highway 34B (Duc Long commune, Thach An district) is waiting for the water to recede.

The total volume of landslides on the positive slope reached more than 222,000 m3 of rock and soil, the negative slope landslide was 185 m, with total estimated damage of 100 billion VND, an increase of 10 billion VND compared to the report on October 3.

While the consequences of storm No. 10 are temporarily overcome, the Department of Roads continues to direct the response to storm No. 11.

The Vietnam Road Administration has just issued a telegram directing focused response to storm No. 11 in the East Sea.

The Vietnam Road Administration recommends:

Heads of agencies and units, based on their functions and tasks, organize monitoring, updating, and grasping the developments of the storm; focus on leading, directing, reviewing, and updating plans, and being ready to immediately deploy measures to respond to storm No. 11 with a determined, focused, comprehensive spirit, ensuring the safety of people's lives, minimizing damage to property of the People and the State, and not being passive or surprised in any situation.

For National Capital Zones, Departments of Construction, Investors, and BOT Project Enterprises:

Closely monitor the developments of storm No. 11. proactively deploy traffic assurance plans and take measures to protect road, bridge, culvert, warehouse, vehicles, and construction machinery to limit damage caused by storm No. 11.

Prepare bridge girders, buoys, machinery, equipment, vehicles, and human resources to be ready to ensure traffic when an incident occurs; maintain forces and vehicles ready to participate in rescue and ensure traffic to minimize damage;

Road Management Zones coordinate with the Departments of Construction and local authorities to review and complete scenarios, plans for duty, traffic flow, send guards, install markers, barriers, and signals at flooded locations, overflowing culverts, broken roads, and landslides; control traffic, proactively regulate traffic; ban roads at dangerous locations, overflow culverts, bridges, ferries, etc. on national highways in areas affected by storms and floods; resolutely not allowing people and vehicles to enter these locations to ensure traffic safety for people and vehicles.

For locations with large landslides causing traffic congestion, leaders of the Construction Management Area and the Department of Construction must be immediately dispatched to the site, immediately deploy temporary traffic diversion plans and proactively coordinate with the Traffic Police and local authorities to diverge traffic; at the same time, promptly fix the incident, mobilize maximum machinery, equipment and human resources in the area to ensure traffic opening in the fastest time.

Units have plans to relocate equipment, assets and brace houses to deal with storm No. 11 that is entering our country.

Check and assess the status of the bridge in the area affected by storm No. 11. For weak bridges, regular monitoring and timely handling must be organized when the weather affects the operation, ensuring the safety of the project as well as the safety of people and vehicles traveling through the bridge.

For Project Management Boards 3, 4, 5, 8:

Proactively deploy the work of overcoming the consequences of natural disasters and ensuring smooth traffic, ensuring safety for people, construction equipment and construction items under construction.

There must be a plan to prevent the damage of natural disasters to ensure the safety of the completed volume, ensure traffic safety and safety for auxiliary works, construction equipment, material storage warehouses, workshops, and officers and employees' living rooms.

Factories and warehouses must be arranged in high places, not flooded and must be tied up to avoid collapsing when encountering winds and storms.

Construction equipment must be stored safely, floating vehicles must have shelters or wind shelters to anchor when storming.
