Storm No. 11 Matmo enters the East Sea this evening, forecast time to make landfall in the Northeast
According to the meteorological agency, it is forecasted that in the next 3 days, storm Matmo will make landfall in the Northeast region.
The latest update from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on October 3, the center of the storm was at about 16.8 degrees north latitude; 121 degrees east longitude, on the mainland north of Luzon Island (Philippines). The strongest wind near the storm center is level 9-10 (75-102 km/h), gusting to level 13. The storm is moving west-northwest at a speed of about 25 km/h.

Clarifying the suspected murder case that killed 3 people in Dong Nai
The suspected murder case that killed 3 people in a family occurred in village 6, Dak Nhau commune, Dong Nai province.
The identities of the deceased victim were identified as Mr. D.D.T (47 years old, residing in village 6, Dak Nhau commune, Dong Nai province); C.H.H (48 years old, Mr. T's wife) and D.T.Th (11 years old, Mr. T's nephew).
Initial information, at around 8:00 a.m. the same day, Dak Nhau Commune Police received a report of a suspected serious murder case that occurred at a agricultural purchasing agent T.H in Village 6, Dak Nhau Commune.

Order to open 2 consecutive bottom spillways of Hoa Binh Hydropower Reservoir today
The Ministry of Agriculture and Environment has just issued a telegram on opening the bottom spillway of Hoa Binh hydroelectric reservoir. The dispatch clearly stated that at 2:00 p.m. on October 3, 2025, the upstream water level of Hoa Binh Lake was at 115.57m, the downstream water level was 12.67m, the flow to the lake was 6,183m3/s, the total downstream flow was 2,228m3/s.
Implementing the Inter-reservoir operation process in the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir operation process in the Red River basin, the Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company:
Open 1 bottom spillway of Hoa Binh Hydropower Reservoir at 6:00 p.m. on October 3, 2025 and reopen 1 bottom spillway at 7:00 p.m. on October 3, 2025.
