Below are 13 cases of being granted red books without having to pay land use fees when using land with documents before October 15, 1993.

According to Clause 1, Article 137 of the Land Law 2024, households and individuals that are using land stably and have one of the following documents prepared before October 15, 1993 will be granted a Certificate of Land Use Rights. , ownership of assets attached to land (red book) and not having to pay land use fees:

1. Documents on land use rights issued by competent authorities during the implementation of land policies of the State of the Democratic Republic of Vietnam, the Provisional Revolutionary Government of the Republic of South Vietnam and State of the Socialist Republic of Vietnam.

2. One of the documents on land use rights issued by a competent agency under the old regime to a land user includes:

- Land title.

- Real estate disposal document certified by an agency under the old regime.

- Documents for buying and selling houses, donating houses, exchanging houses, inheriting houses attached to residential land certified by an agency under the old regime.

- A will or agreement on division of housing estate certified by an agency under the old regime.

- License for housing construction; License to legalize architecture issued by an agency under the old regime.

- The judgment of the Court under the old regime has taken effect.

3. Temporary land use rights certificate issued by a competent state agency or listed in the land registration book or cadastral book.

4. Documents transferring land use rights, buying and selling houses attached to residential land, now certified by the Commune People's Committee that the land was used before October 15, 1993.

5. Inventory books and land registration books made before December 18, 1980 that have the name of the land user.

6. One of the documents created during the process of land registration according to Directive No. 299/TTg dated November 10, 1980 of the Prime Minister on the measurement, classification and registration of land throughout the country managed by a state agency that has the name of the land user, including:

- The approval record of the Commune-level Land Registration Council determines that the current land user is legal.

- A summary of legal land use cases prepared by the commune-level People's Committee or the commune-level Land Registration Council or district and provincial land management agencies.

- Application for registration of land use rights.

- Documents certifying the registration of land use rights issued by the People's Committee at the commune, district or provincial level to the land user.

7. Documents on house declaration and registration certified by the People's Committee at the commune, district or provincial level, including the land area where the house is located.

8. Documents of the defense unit allocating land to officers and soldiers for housing according to Directive 282/CT-QP dated July 11, 1991 of the Minister of National Defense and that land allocation is consistent with the use planning Land for housing of officers and soldiers in the national defense land planning was approved at the time of land allocation.

9. Project or list or document on immigration to build new economic zones, immigration and resettlement approved by district or provincial People's Committees or competent agencies with the name of the user land use.

11. Temporary land allocation documents of district and provincial People's Committees; The application for land use is approved or accepted by the People's Committee at the commune level or agricultural cooperative before July 1, 1980 or approved and approved by the People's Committee at the district or provincial level.

12. Documents from competent state agencies on land allocation to agencies and organizations to arrange land for officials and employees to build their own houses or build houses to distribute or allocate to officials and employees. construction with capital not belonging to the state budget or contributed by officials and employees themselves.

13. Other documents on land use rights dated before October 15, 1993 are prescribed by the Provincial People's Committee in accordance with local practice.
