According to the provisions of Clause 1, Article 28 of Decree 101/2024/ND-CP, to the dossier receiving agency specified in Point a, Clause 1, Article 21 of Decree 101/2024/ND-CP, the dossier submitted when carrying out the registration procedure and granting the first Certificate includes:

- Application for Certificate issuance according to Form No. 04/DK.

- One of the documents specified in Article 137 of the 2024 Land Law, Clause 1, Clause 5, Article 148 of the 2024 Land Law, Clause 1, Clause 5, Article 149 of the 2024 Land Law, house plan, construction work (if any).

- In case the original land plot has documents on land use rights as prescribed in Article 137 of the 2024 Land Law, but the additional land area has been granted a Certificate, then submit documents on the transfer of land use rights and the Certificate granted for the additional area;

- Documents on inheritance of land use rights according to the provisions of civil law in cases of inheritance of land use rights that have not been granted a Certificate of land use rights or ownership of assets attached to land according to the provisions of land law;

- Documents on inheritance of land use rights according to the provisions of civil law and documents on transfer of land use rights in the case specified in Clause 4, Article 45 of the 2024 Land Law;

- Documents on land allocation without proper authority or documents on purchase, liquidation, valuation, distribution of houses and construction works attached to land according to regulations in Article 140 of the 2024 Land Law (if any);

- Documents related to administrative sanctions in the land sector in cases of administrative violations in the land sector;

- Contract or agreement document or decision of the People's Court on establishing rights to adjacent land plots with attached diagram showing the location and size of the adjacent land plot area with limited use rights in case of registration of rights to adjacent land plots;

- Document identifying members sharing land use rights of the household currently using land in case the household is currently using land;

- Excerpt of cadastral map of land plot (if any);

- The construction design documents have been appraised by a specialized construction agency or have received a written approval of the results of the acceptance of completed construction items and construction works according to the provisions of the law on construction in the case of certifying ownership of construction works on agricultural land where the owner of the work does not have one of the types of documents specified in Article 149 of the 2024 Land Law or the work is exempted from a construction permit according to the provisions of the law on construction;

- In the case specified in Point a, Clause 6, Article 25 of Decree 101/2024/ND-CP, submit the Decision on administrative sanctions for violations in the land sector, which shows the remedial measure of compulsory land registration; the land user's fine payment documents;

- Documents on fulfillment of financial obligations, documents related to exemption or reduction of financial obligations on land and assets attached to land (if any);

- In case of receiving transfer of land use rights, house ownership rights, construction works without carrying out transfer procedures according to the provisions of law, submit documents on transfer of land use rights, ownership rights of assets attached to land with signatures of the transferor and the transferee;

- In case a household or individual needs to be granted a Certificate of land use rights and ownership of assets attached to land for a house or construction work that is subject to a construction permit as prescribed in Clause 3, Article 148 of the 2024 Land Law, Clause 3, Article 149 of the 2024 Land Law, they must submit a certificate from the competent authority in charge of construction management at the district level on the eligibility of the house or construction work to exist according to the provisions of the law on construction (if any).
