1. Instructions for preparing documents for administrative procedures on land
Pursuant to Article 16 of Decree 118/2025/ND-CP, which stipulates instructions for preparing documents to carry out administrative procedures as follows:
(1) The content of instructions for preparing documents to carry out administrative procedures includes:
- Documents and records that organizations and individuals must submit when handling administrative procedures.
- Information about the competent authority to handle administrative procedures.
- Process and deadline for handling administrative procedures.
- Law on tax, fee, charge or other financial obligations (if any).
- Providing information and documents related to administrative procedures when requested by organizations and individuals according to legal regulations.
The guidance content must be accurate, complete, and specific according to current legal documents, the decision to announce administrative procedures of the competent authority must be public on the National Database on administrative procedures and public at the place of handling administrative procedures.
(2) Guidance for organizations and individuals to implement through the following methods:
- Direct guidance at the One-stop Department.
- Instructions through the switchboard system or a publicly announced specialized phone number.
- Online guidance on the National Public Service Portal or through social networks permitted by competent authorities.
- In writing sent via postal service.
- Through sample filling records, pre-made sample instructions videos or other methods.
The guidance content is saved at the One-stop Department.
(3) In case the list of documents in the administrative procedure settlement dossier is still lacking compared to the list of documents published publicly as prescribed in Clause 1, Article 16 of Decree 118/2025/ND-CP or the documents do not provide complete information according to the guidance form of the competent authority, the cadres, civil servants, public employees, and employees receiving the administrative procedure dossier will instruct the representative of the organization or individual to supplement it once, fully and accurately.
2. How individuals submit documents and receive results of administrative procedure settlement through the One-stop Department
Pursuant to Article 15 of Decree 118/2025/ND-CP, which stipulates the methods of submitting documents and receiving results of handling administrative procedures of organizations and individuals through the One-stop Department, including:
Organizations and individuals can submit documents and receive results of handling administrative procedures through the following methods of submitting documents on administrative procedures:
(1) Directly at the One-Stop Department.
(2) Through public postal services as prescribed by the Prime Minister, through the lease of services of enterprises and individuals or through authorization as prescribed by law.
(3) Online at the National Public Service Portal.
