The Trade Union of Dung Quat Economic Zone and Industrial Parks used to operate very effectively
Mr. Dinh Quoc Tuan - Chairman of the Quang Ngai Provincial Labor Federation has just sent a research report, proposing the establishment of the Trade Union of Dung Quat Economic Zone and Quang Ngai Industrial Parks to the Vietnam General Confederation of Labor.
According to Mr. Dinh Quoc Tuan, the Quang Ngai Provincial Labor Federation is managing 377 grassroots trade unions, with 91,269 union members/96,577 workers. In which, units in Dung Quat Economic Zone and industrial parks of the province have 64 grassroots trade unions with 63,262 union members/65,086 workers (accounting for nearly 17% of grassroots trade unions and over 69% of the total number of union members in the whole province).
This is an area with a high density of union members, large labor scale, directly affecting the stability of labor relations and socio-economic development of the province. Previously, these grassroots trade unions were directly under the management of the Dung Quat Economic Zone Trade Union and Quang Ngai industrial parks.

However, after merging the Quang Ngai Provincial Labor Federation (old) and the Kon Tum Provincial Labor Federation (old) into the Quang Ngai Provincial Labor Federation, the Trade Union of Dung Quat Economic Zone and Quang Ngai Industrial Parks was dissolved, and the number of grassroots trade unions was transferred to the Provincial Labor Federation for direct management from July 1, 2025.
Labor relations in industrial parks are basically stable, and complicated cases and hotspots have not arisen. However, in enterprises without trade union organizations, there is still a potential risk of violating regimes and policies for workers, easily leading to labor disputes, especially in issues related to wages, working hours, working conditions and welfare regimes.
Before dissolution and termination of the Trade Union activities of Dung Quat Economic Zone and Quang Ngai Industrial Parks, trade union activities in enterprises were truly effective; the existence of the Trade Union of Dung Quat Economic Zone and Quang Ngai Industrial Parks has proven the necessity, correctness and rationality in trade union activities and the workers' movement, associated with building a strong working class, highly appreciated by business owners, union members and workers and closely coordinated.
Management pressure after dissolving the Trade Union of Dung Quat Economic Zone
According to Mr. Dinh Quoc Tuan, due to the absence of directly superior trade unions at the grassroots level, the province directly manages and directs with too many grassroots units, the area is widespread, and the number of full-time officials is thin, leading to great difficulties and pressures in directly guiding and supporting grassroots units in performing the task of representing, negotiating, and dialoguing at enterprises; the work of developing union members and establishing grassroots trade unions in the non-state sector faces many difficulties due to the lack of forces that regularly stick to the area.
The timely grasp of labor relations and information about labor and businesses at the grassroots level is sometimes not thorough and timely due to the thin staff of full-time officials and the wide area of management; in many communes and wards, there are not enough conditions to establish commune-level trade unions, leading to organizational gaps in gathering and managing grassroots levels and union members, and sometimes in some places it is still loose and not truly regularly connected.
Through assessing the current situation of advantages and limitations in the past time, and based on the current political and legal bases, the Standing Committee of the Quang Ngai Provincial Labor Federation considers it necessary to propose to the Vietnam General Confederation of Labor to propose to the Central Government to allow the trade union organization to re-establish industrial park trade unions directly under the province to directly manage and direct grassroots trade unions of enterprises in economic zones, industrial parks, and export processing zones (including the Dung Quat Economic Zone Trade Union and Quang Ngai industrial parks).
