Towards 45% of the workforce participating in social insurance by 2025

That was the affirmation of Mr. Nguyen The Manh at the International Workshop on improving the capacity to implement social insurance and health insurance policies in the new development period.

General Director of Vietnam Social Security (VSS) Nguyen The Manh chaired the workshop, he said that the workshop aimed to consult and share experiences with international organizations, strengthen cooperation, improve capacity to implement social insurance and health insurance policies; determined and strived to well implement the development strategy of Vietnam's social insurance industry until 2030 and the following years.

Also attending the workshop were Mr. Olivier Brochet - Ambassador Extraordinary and Plenipotentiary, Embassy of France in Vietnam; Mr. Ishikawa Isamu - Deputy Ambassador of Japan in Vietnam; Mr. Chang Ho-Seung - Deputy Ambassador, Consul General of the Embassy of Korea in Vietnam; Ms. Aler Grubbs - Country Director of the United States Agency for International Development; Dr. Angela Pratt - Chief Representative of the World Health Organization in Vietnam...

In his opening speech, Mr. Nguyen The Manh said that the workshop was organized to celebrate the 30th anniversary of the establishment of the Vietnam Social Insurance industry (1995-2025).

At the workshop, delegates discussed and evaluated the outstanding achievements of the Vietnam Social Insurance industry in 30 years of development and growth.

Notable achievements include the increasingly expanding coverage of social insurance and health insurance, steadily moving towards the goal of universal social insurance and health insurance.

It is expected that by the end of 2024, the number of people participating in social insurance will reach 20.03 million people (an increase of 18.03 million people compared to 1995), equivalent to 42.71% of the workforce, towards the target of 45% of the workforce participating in social insurance by 2025.

Of which, the number of people participating in voluntary social insurance, which the Vietnam Social Security sector has persistently focused on, continuously promoted and mobilized, is 2.292 million people, reaching about 4.8% of the working-age workforce.

The number of people participating in unemployment insurance (UI) reached 16.03 million people, equivalent to 34.18% of the labor force (an increase of 10.04 million people compared to 2009).

Health insurance has made a big breakthrough from 7.1 million people (9.6% of the population) participating in health insurance in 1995 to 13.03 million people (16.5% of the population) in 2002. It is expected to reach 95.43 million people (94.2% of the population) by the end of 2024.

The General Director of Vietnam Social Security said that Vietnam Social Security has promoted digital transformation and administrative reform. Currently, there are about 621,000 organizations and enterprises transacting electronically with the Social Security agency through public service portals; 13,000 medical facilities connecting and exchanging data with Vietnam Social Security to pay health insurance medical examination and treatment costs for over 170 million people/year.

Speaking at the workshop, Mr. Olivier Brochet - Ambassador Extraordinary and Plenipotentiary, French Embassy in Vietnam highly appreciated the achievements of Vietnam Social Security in implementing social insurance and health insurance policies; at the same time, shared about the cooperation activities between the French Embassy in Vietnam and other French agencies with Vietnam Social Security in recent times in developing the social security system.

These partnerships are based on shared values ​​of expanding coverage, sustainable finance, and ensuring that all citizens have access to policies. The French Ambassador said that this partnership will prioritize improving human capacity, innovation, and sustainable finance mechanisms through training, coaching, and specialized courses.

Closing the Workshop, General Director Nguyen The Manh said that all valuable opinions of the delegates will be studied and seriously accepted by Vietnam Social Security in the process of implementing the Strategy for the Development of Vietnam Social Security Industry to 2030 effectively, appropriately, and adaptively to the development process of Vietnam and the world.
