Creating livelihoods for people
In the first 6 months of 2026, Bao Lam 5 commune focused on effectively implementing three programs including building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
According to Mr. Nguyen Van Tung - Vice Chairman of Bao Lam 5 Commune People's Committee, the locality has issued a plan to implement programs for the period 2026 - 2035, and at the same time continues to maintain and improve new rural criteria.
National target programs have created conditions for the formation of production and consumption linkage models of agricultural products, helping people increase their income.
Typically, the passion fruit growing model. From policy credit capital, Bao Lam 5 commune has now developed more than 100ha of passion fruit, about half of the area invested in production by ethnic minorities.
Mr. Pham Nang Tinh - owner of a facility providing seeds, purchasing and processing passion fruit - said that thanks to the support of the locality, the facility has built a chain of links with hundreds of households.
The facility provides seeds and consumes all passion fruit products for processing and export. Currently, we create regular jobs for more than 50 local workers with an income of 7-10 million VND/person/month," Mr. Tinh said.
As one of the beneficiaries, Ms. Ka Lang (Hang Ka village) said that her family was able to borrow 100 million VND of policy capital to convert 1ha of tea to growing passion fruit.
Currently, the passion fruit garden has been harvested and products are consumed by businesses. After deducting expenses, the family earns more than 30 million VND per month," Ms. Ka Lang shared.
In parallel with production development, Bao Lam 5 commune synchronously implements poverty reduction solutions, fully implements policies on health, education, preferential credit, housing support and mobilizes socialized resources to create livelihoods for people.
In the first 6 months of 2026, the locality has mobilized to build 2 houses of gratitude for households in difficult circumstances.
At the same time, the commune continues to implement the National Target Program for socio-economic development of ethnic minority and mountainous areas, supporting crop and livestock conversion, production development, and income improvement.
Thanks to that, people's lives have been improved, the rural face has improved, and security and order have continued to be maintained.
Determined to complete the 2026 goals
Along with economic development, social security work is fully and promptly implemented by localities. Regimes for people with meritorious services, social protection beneficiaries, the elderly and people with disabilities are all resolved in accordance with regulations.
By the end of May 2026, the rate of people participating in health insurance reached 100%; the rate of compulsory social insurance participation reached about 95%, and voluntary social insurance reached more than 82%.
Ethnic and religious affairs are deployed in accordance with regulations, and security and order continue to be maintained.
In the first 6 months of the year, the commune promoted administrative reform, completed 100% of the military assignment targets, ensured national defense and security, and prepared conditions to serve the election of National Assembly deputies of the XVI term and People's Councils at all levels for the 2026 - 2031 term.
However, the locality still faces difficulties such as slow disbursement of public investment capital, investment attraction not meeting expectations, and some professional tasks are still behind schedule.
According to Mr. Duong Huu Chanh - Chairman of Bao Lam 5 Commune People's Committee, in the last 6 months of the year, the locality strives for economic growth of 7.62%; average income per capita reaches from 70 million VND/person/year; reduce the poverty rate to below 3.2% and maintain national defense and security.
The locality continues to restructure agriculture in the direction of applying high technology, developing organic agriculture, strengthening production linkages associated with product consumption, proactively preventing and combating natural disasters and epidemics to complete the development goals for 2026.
