Lam Dong - Policy credit capital helps many households in Bao Lam 5 commune develop production, create jobs, improve income and reduce poverty sustainably.

Preferential capital sources create livelihoods for people

In the first 6 months of 2026, policy credit loan turnover in Bao Lam 5 commune reached 23.56 billion VND with 327 turns of customers borrowing capital.

By the end of June, total outstanding loans reached 145.48 billion VND, an increase of nearly 15 billion VND compared to the beginning of the year, with 1,596 customers still having outstanding loans.

Preferential capital has helped 104 poor households, near-poor households, households that have just escaped poverty and production and business households invest in economic development, gradually stabilizing their lives.

At the same time, the capital created jobs for 21 workers and supported 215 households to build and repair clean water works and standard toilets, contributing to improving the quality of life and ensuring social security.

Entrustment activities through socio-political organizations continue to be effective with a total outstanding debt of 145.43 billion VND, accounting for nearly 100% of the total outstanding debt in the area.

According to Ms. Truong Thi Le Phuong - Director of Bao Lam Social Policy Bank Transaction Office, the whole commune currently has 31 Savings and Credit Groups, of which 29 groups are ranked as good, accounting for 93.5%.

Trading sessions in the commune are maintained stably, the debt collection rate reaches 99.94%, creating favorable conditions for people to access preferential capital sources.

Along with that, digital transformation continues to be promoted. By the end of April 2026, there were 1,922 customers opening accounts and registering for Mobile Banking services of the Social Policy Bank, of which 1,667 customers have activated and used it regularly.

Mr. K'Huy (Bao Lam 5 commune) said that his family borrowed 100 million VND from the Vietnam Bank for Social Policies to renovate the coffee garden and develop a model of growing mulberry and raising silkworms. Thanks to preferential capital, the family's economy has gradually stabilized, and there are conditions to expand production and increase income.

Besides the achieved results, the locality still has some difficulties such as the rate of members participating in savings deposits not meeting the target; there are still 10 customers leaving their residence with outstanding debts of 404 million VND, posing a risk of overdue debts; outstanding interest is still 131 million VND.

Improving the efficiency of policy credit

To improve credit quality, in the coming time, Bao Lam 5 commune will continue to open and activate Mobile Banking accounts for new borrowers, striving for 50% of borrowers to use and maintain services.

The locality requests entrusted socio-political organizations to strengthen inspection and supervision, ensuring that 100% of new loans are inspected within 30 days after disbursement; and at the same time review loans that have not generated transactions for more than 3 months for timely handling.

The Commune People's Committee continues to review the loan needs of poor households, near-poor households and policy beneficiaries to allocate capital to the right beneficiaries.

The locality promotes the program "Depositing savings, joining hands for the poor", striving to maintain the rate of borrowing households participating in monthly savings deposits at over 98%; and at the same time improve the quality of operation of Savings and Credit Groups, limiting the occurrence of overdue debts to reduce poverty sustainably.

Entrusted organizations are assigned to strengthen the inspection of capital use, strictly manage borrowing households, urge debt recovery on time and coordinate to handle cases of borrowers leaving their place of residence.

The commune police continue to coordinate with the Vietnam Bank for Social Policies to review, support debt recovery and ensure security at transaction sessions.

Mr. Duong Huu Chanh - Chairman of Bao Lam 5 Commune People's Committee - said that the locality sets a target to complete 100% of the 2026 credit plan, keep the overdue debt ratio at a low level, improve the quality of policy credit, contribute to sustainable poverty reduction and ensure social security.
