The Minister of Education and Training has just issued the general education program for Raglai language at the primary level according to Circular No. 14/2026/TT-BGDDT, effective from May 3, 2026.
Raglai language is an elective subject, belonging to the field of language education, learned from grades 1 to 5, meeting the choices of Raglai students and other ethnic groups who want to learn Raglai to improve language and education skills, and preserve Raglai culture.
The goal of the subject is to develop language skills (Raglai language) through reading, writing, speaking and listening skills; in which focusing on reading and writing skills for students; helping them have communication facilities in the Raglai community and expanding the ability to absorb knowledge for learners.
The Raglai language program complies with the basic regulations stated in the 2018 General Education Program (Circular No. 32/2018/BGDĐT); built on the basis of theory and practice, updating research achievements in psychology, language, and education science.
The goal of the Raglai language general education program is to help students form and develop key qualities with specific manifestations such as: love for nature, family, homeland; awareness of origin; love for beauty, goodness and healthy emotions; interest in learning, love of labor; honesty and uprightness in learning and life; awareness of fulfilling responsibilities to oneself, family, society and the surrounding environment; fostering the spirit of national unity and Vietnamese citizenship; contributing to preserving and developing Raglai cultural values.
At the same time, it helps students initially form general competencies, develop speaking and listening language skills at a basic level: correct reading, fluent and fluent text, understanding the content and main information of the text; writing correct spelling and grammar of Raglai language; writing some short sentences and paragraphs; speaking clearly; listening and understanding the speaker's opinions.
People's Committees of provinces and centrally-run cities direct the development of plans and organization of the implementation of Raglai language teaching in general education institutions in ethnic minority areas with aspirations; develop a team of ethnic minority language teachers that meet the standards of training qualifications, meeting the needs of teaching ethnic minority languages in the area.
The Department of Education and Training is responsible for guiding and implementing the Raglai language subject in an optional form suitable to the local conditions.
Currently, our country has about 130,000-150,000 people speaking Raglai. Circular No. 14/2026/TT-BGDĐT creates a standard curriculum framework for teaching Raglai in primary school, both developing language skills for students and serving a larger goal of preserving culture and increasing the inclusiveness of education.
