On June 29, at the 3rd session (Specialized Session) of the 11th Provincial People's Council, term 2026-2031, it approved the submission of the draft Resolution Regulating policies to support people teaching ethnic minority languages and writing at religious establishments and language and writing teaching points organized by the community in An Giang province.
The issuance of the document aims to have appropriate support policies for teachers of ethnic minority languages and writing outside the public school system according to the actual situation of the locality. The policy aims to encourage, maintain and develop teaching and learning activities of ethnic minority languages and writing in the community, contributing to preserving and promoting national cultural identity, and effectively implementing the Party and State's policy on preserving, maintaining and promoting the languages and writing of ethnic minorities in the province.
According to this Resolution, the policy of supporting Khmer ethnic minority language and writing teachers at pagodas, lecture halls (Salatel), Cultural Houses (hamlets, wards, neighborhoods), people's houses, schools; teaching Chinese ethnic minority language and writing at pagodas, Chinese Assembly Halls, Cultural Houses (hamlets, wards, neighborhoods), schools; teaching Cham ethnic minority language and writing at churches, small churches, concentrated religious activity points, Cultural Houses (hamlets, wards, neighborhoods), schools during the summer every year in An Giang province.
The subjects of application are people directly teaching the Khmer ethnic language and script during the summer, including: Monks, Boards of Directors of Khmer Nam Tong Buddhist Temples; Khmer script teachers in An Giang province. People directly teaching the Chinese language and script during the summer, including: Members of the Board of Directors of Chinese Temples; members of the Chinese Mutual Assistance Association; Chinese script teachers in An Giang province. People directly teaching the Cham ethnic language and script during the summer, including: Monks and dignitaries at churches and small churches; Cham script teachers in An Giang province. Agencies, organizations, and related individuals.
Financial support for people directly teaching the Khmer, Chinese, and Cham ethnic languages, specifically supporting 30,000 VND/class. The number of teaching periods supported is no more than 24 periods/week/class, no more than 10 weeks/year.
According to the Provincial People's Committee, An Giang has 29 ethnic groups, of which 4 ethnic groups have a large population, including: Kinh, Khmer, Hoa, Cham. The total population is more than 4.95 million people, of which the Kinh ethnic group accounts for 90.47% of the population; Khmer ethnic group accounts for 8.05%; Hoa ethnic group accounts for 0.94%; Cham ethnic group accounts for 0.44%; other ethnic groups account for 0.1%.
The implementation of guidelines and policies for cultural and educational development among ethnic minorities is an important and urgent task for the socio-economic development of the entire province. In which, the task of preserving and promoting the language and writing of ethnic minorities Khmer, Hoa and Cham is being concerned by the province to contribute to improving education level, preserving and promoting traditional cultural values and building a new cultural life among ethnic minorities.
