The Department of Agriculture and Environment of Bac Ninh province has just issued an Official Letter requesting departments, branches and localities in the province to continue to promote the implementation of the National Target Program (NQG) for New Rural Development (NTM) and the National Target Program for Sustainable Poverty Reduction in 2025.
Accordingly, to complete the goals and tasks of building new rural areas and sustainable poverty reduction in the period of 2021 - 2025 and 2025 in the province, the Department of Agriculture and Environment (the agency in charge of implementing the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction in the province) requests departments, branches, units, and investors to seriously focus on directing the implementation of these two Programs based on the funding source assigned by the Provincial People's Committee after the arrangement of administrative units.
Units immediately develop a plan to implement the assigned funding content, the plan must clearly state the implementation content, implementation costs, implementation progress, and completion time.
Strive to complete 100% of the assigned funding plan; any unit that fails to complete must be responsible for reporting to the Chairman of the Provincial People's Committee on the assigned tasks and funding; clearly stating the difficulties and problems for timely handling.
Departments and branches in charge of indicators, criteria, projects, and component sub-projects under these 2 National Target Programs need to proactively inspect, urge, guide and promptly remove difficulties and obstacles for localities; strive to complete the goals and tasks of building new rural areas and sustainable poverty reduction in the period of 2021 - 2025 and 2025. If there are any difficulties or problems in the implementation process, the Department of Agriculture and Environment will synthesize and report to the Provincial People's Committee for direction according to regulations.
Continue to focus on promoting the disbursement of public investment capital, striving to complete 100% according to the direction. Strictly implement the provisions of the law on public investment and state budget management. Focus on reviewing and developing implementation plans, detailed disbursement plans, speeding up the implementation progress of projects and expenditure tasks in 2025 (including the capital transferred from the previous year to 2025).
The People's Committees of communes and wards urgently complete the Steering Committees of National Target Programs to promptly implement the component contents of each Program to ensure continuity and sustainability.
For the National Target Program for New Rural Development, communes need to organize a review and assessment of the current status of new rural development according to the levels of the NTM Commune Criteria for the period 2021 - 2025 to send to the Department of Agriculture and Environment before October 15, 2025.
For the National Target Program on Sustainable Poverty Reduction, investors assigned to implement projects need to urgently develop and adjust the implementation plan of the Program and the capital implementation plan, thereby proposing timely additional capital sources. If units do not concentrate, leading to delays in disbursement, or ineffective investment projects, investors must take full responsibility.
Members of the National Target Program Working Group, based on the functions and tasks of each industry, are responsible for urging the completion of targets, tasks, and funding in their units and urging units under their management to seriously and fully implement the contents according to regulations.
