Ca Mau Provincial People's Committee has just issued a plan to develop the contingent of cadres, civil servants, and public employees of ethnic minorities in the period 2026 - 2030, with orientations to 2035, in order to meet development requirements in the new situation, according to VNA.
According to the plan, the province identifies the development of ethnic minority cadres as an important task in cadre work, contributing to consolidating the great national unity bloc, maintaining political and social stability and promoting sustainable development in ethnic minority areas.
Ca Mau sets a target from 2026 - 2030 to reach 80%, the period 2030 - 2035 to reach 100% of cadres who are ethnic minorities at the provincial level, with the expected allocation of at least 3-5% of the total assigned staff. At the commune and local levels, allocate from 5-50% of the total staff depending on the proportion of ethnic minorities in each locality.
For agencies performing ethnic minority affairs tasks, the province requires at least 20% of the total staff of the Department of Ethnic Minorities and Religions to be ethnic minorities. At the same time, the department must have at least 1 position of head, deputy head or planning leadership and management who are ethnic minorities.
Ca Mau also sets a target for ethnic minority female officials to reach at least 20% of the total prescribed targets. All ethnic minority officials will be trained and foster in expertise, political theory, digital skills and modern management methods to serve the requirements of national digital transformation.
To achieve the above goal, the province will link cadre planning with socio-economic development; prioritizing the fields of health, education, science and technology and agriculture. Recruitment policies are expanded for excellent graduates, people who have completed military service and people with experience from the non-public sector.
Ca Mau also focuses on training leadership and management skills, science and technology, innovation, foreign languages and ethnic minority languages. The system of ethnic minority boarding, semi-boarding and university preparatory schools continues to be considered a long-term human resource training source for the locality.
Previously, in the period 2010 - 2025, Ca Mau province mobilized more than 3,200 billion VND to invest in ethnic minority areas, contributing to improving transportation infrastructure, schools, healthcare and improving the effectiveness of education and social security policies.

Vice Chairman of Ca Mau Provincial People's Committee Ngo Vu Thang said that in the coming time, the province will continue to effectively implement national target programs, develop sustainable livelihoods, create stable jobs, and increase income for ethnic minorities; and at the same time promote digital transformation, apply science and technology, and develop infrastructure to serve socio-economic development.
