Ninh Binh Provincial People's Committee has just issued a plan to implement the Project on dissemination and education of law in ethnic minority and mountainous areas, with a implementation roadmap to 2035. The plan aims to create a strong change in people's awareness, compliance consciousness and respect for the law.
According to the plan, in the period 2026 - 2030, the province focuses on building and consolidating a core team to work in disseminating and educating laws at the grassroots level. Each commune and ward in ethnic minority areas has at least 2 officials who are deeply trained in professional skills.
The province aims to digitize 70% of documents and programs for dissemination and legal education and post them on the Electronic Information Portal for people to easily access and look up. Strive for over 50% of people in mountainous areas to access legal information through appropriate forms; of which, 30% of activities use indigenous languages and 50% of activities are carried out in the digital environment.
In the period 2031 - 2035, the province continues to improve the effectiveness of implementation, striving for over 70% of people to have access to legal information; the rate of dissemination and legal education activities in the digital environment reaches 80%, showing the determination to promote digital transformation in this field.
The content of dissemination and legal education is built closely to the life, culture and practical needs of the people, focusing on essential areas such as: land, marriage and family, environmental protection, beliefs, religion, prevention and combat of social evils.
The document system is diversified in many forms such as notebooks, leaflets, videos, infographics; strengthening the application of information technology, creating conditions for people to look up documents through electronic law bookshelves, QR codes on mobile devices.
In addition, the province focuses on replicating effective models at the grassroots level such as law clubs, mediation groups, self-management models on security and order; and at the same time integrating legal dissemination activities into cultural activities, festivals, and organizing visual forms such as simulated court sessions, forums, and thematic seminars.
In particular, 100% of Party cell secretaries, village and hamlet heads, prestigious people, and religious dignitaries will be trained in knowledge and skills to become the core force in legal propaganda work in the community.
