Bac Ninh province identifies 30 communes, 713 villages in ethnic minority and mountainous areas in the period 2026 - 2030, and 164 particularly difficult villages in the period 2026 - 2030.

According to the Report of results determining and defining ethnic minority and mountainous areas; particularly difficult villages; communes in regions I, II, III in the province in the period 2026 - 2030, Bac Ninh province identified 30 communes, 713 villages in ethnic minority and mountainous areas in the period 2026 - 2030 and 164 particularly difficult villages in the period 2026 - 2030.

Bac Ninh province currently has 30/99 administrative units in ethnic minority and mountainous areas, with a natural area of 2,701.5 km2, accounting for 57.26% of the province's total natural area.

The whole province has over 300,000 ethnic minorities, accounting for 8.3% of the population, mainly living in villages and hamlets in ethnic minority and mountainous areas.

At the working session on the implementation of ethnic and religious affairs after the previous implementation of the 2-level local government model, Mr. Dao Duy Trong - Director of the Department of Ethnic Minorities and Religious Affairs of Bac Ninh province - informed that Bac Ninh province is a land with a rich culture and beliefs with about 25% of the population being Buddhist followers, 60% of the population being affected by religious rituals and customs. The province currently has nearly 600 dignitaries and monks, nearly 1,600 places of worship and about 3,000 other folk beliefs.

Party committees and authorities at all levels of Bac Ninh province always pay attention to leading and directing unified ethnic and religious affairs. Ethnic policies are fully implemented, security and order are maintained, and no hotspots or ethnic conflicts occur.

However, Tan Son and Son Hai communes are two communes that still face many difficulties, high poverty rates, essential infrastructure is still lacking or degraded, especially electricity systems, roads, domestic water... The contingent of officials working in ethnic minority and religious affairs is mainly part-time, and professional expertise is not deep.

Meanwhile, Bac Ninh province is a province with specific ethnic and religious characteristics, with the presence of many residential communities from localities, even other countries, living and working in industrial zones and clusters.

In this context, Party committees and authorities need to be more aware of their roles and responsibilities in state management of ethnic and religious affairs; and at the same time promote decentralization and delegation of power in the field of administrative procedures.
