Ethnic minority cultural entities are supported with 400,000 VND/session

Decree No. 269/2026/ND-CP of the Government stipulates that cultural entities participating in the transmission of traditional culture of ethnic minorities are supported with 400,000 VND/session.

The Government has just issued Decree No. 269/2026/ND-CP stipulating a number of mechanisms and policies to preserve and promote traditional culture of ethnic minorities.

The Decree stipulates policies to preserve and promote the good traditional culture of ethnic minorities, traditional cultures at risk of fading; preserve and promote traditional cultural spaces, villages, hamlets, and hamlets associated with tourism development; promote the role of cultural subjects in creating sustainable livelihoods.

The subjects of application are agencies, organizations, residential communities, businesses and individuals of ethnic minorities living stably in ethnic minority and mountainous areas participating in or related to activities to restore, preserve and promote traditional culture. The Decree does not apply to Artisans, Meritorious Artisans, and People's Artisans who have enjoyed policies according to the provisions of the law on cultural heritage.

According to the Decree, the activities to be implemented include statistics and assessment of the list of traditional cultures at risk of fading; identifying cultural spaces, villages, hamlets, and traditional villages that need to be preserved; developing potential cultural subjects; building traditional cultural experience spaces in educational institutions and residential areas; promoting traditional culture associated with tourism development, creating sustainable livelihoods.

To promote traditional culture associated with community tourism, provincial and commune-level People's Committees build and organize the implementation of programs, projects, and schemes to support individuals and communities in preserving and promoting traditional cultural values; support the construction of conservation models, cultural and folk art clubs; practice activities, traditional cultural exchange; encourage cooperative groups, cooperatives and residential communities to participate in managing community tourism activities, ensuring that communities benefit from the exploitation of traditional culture.

The Decree also stipulates support conditions for projects to restore, preserve and promote traditional culture implemented by community groups and groups. In which, the project must be implemented in areas with conservation needs, with 50% of participants being ethnic minorities residing in ethnic minority and mountainous areas, and at the same time meet the conditions on facilities and human resources as prescribed.

Notably, core cultural entities directly participating in practical activities and traditional cultural exchange in programs, projects, and schemes chaired by state agencies and public non-business units are supported with 400,000 VND/person/session; successor cultural entities are supported with 300,000 VND/person/session, with a maximum of 20 sessions for each program.

In addition, these entities are also supported monthly when participating in activities to restore, preserve and promote traditional culture according to programs, projects, and schemes approved by competent authorities.
