Tuyen Quang and Lao Cai provinces are urgently reviewing and arranging villages and residential groups to streamline the apparatus and improve management efficiency.

Implementing Directive No. 21/CT-TTg dated May 2026 of the Prime Minister, localities across the country are accelerating the review, arrangement, and reorganization of villages and residential groups to meet management requirements in the new situation, while ensuring compliance with the two-level local government model.

The arrangement of villages and residential groups must ensure the correct criteria and conditions according to the Government's regulations, and comprehensively consider factors of history, culture, customs, habits, geographical conditions, national defense, security and community cohesion. The goal is to streamline organizations at the grassroots level, improve the efficiency of state management, create favorable conditions for people and ensure political stability and social order.

In Lao Cai, according to the Lao Cai Provincial Electronic Information Portal (TTĐT), the Provincial People's Committee has issued a plan to implement Directive 21, requesting localities to urgently review all villages and residential groups in the area; develop arrangement plans suitable to reality after implementing the two-level local government model. Focus on arranging, using and implementing regimes and policies for non-specialized personnel at the commune, village, and residential group levels according to current regulations.

The implementation process must maintain political stability, social order and safety, promote the tradition of solidarity and create high consensus among the people.

For the Project on arranging villages and residential groups in each locality, the Commune-level People's Committee must complete the construction, organize to collect people's opinions and submit it to the Commune-level People's Council for approval, ensuring the issuance of resolutions is completed before June 30, 2026.

Meanwhile, in Tuyen Quang, according to the Tuyen Quang Provincial e-Portal, functional agencies are implementing a review and re-determination of villages in ethnic minority and mountainous areas after the arrangement process. This work aims to ensure that the demarcation of areas and beneficiaries of ethnic policies is accurate, without affecting the rights of people after reorganizing residential units at the grassroots level.

Accordingly, communes and wards proactively propagate and disseminate criteria for demarcating villages in ethnic minority and mountainous areas, and particularly difficult villages; organize reviews and assessments in accordance with the criteria specified in Decree No. 272/2025/ND-CP.

The review results are an important basis for correctly identifying subjects and areas benefiting from ethnic minority policies, contributing to the effective implementation of socio-economic development programs and policies in ethnic minority and mountainous areas in the period 2026 - 2030.

The arrangement of villages and residential groups is expected to contribute to streamlining the apparatus, improving the effectiveness and efficiency of state management at the grassroots level, and at the same time creating a foundation for localities to operate stably the two-level local government model in the new period.
