After 5 years of implementing the National Target Program for socio-economic development of ethnic minority and mountainous areas in Bac Ninh province in the period 2021-2025, the greatest value lies not only in the infrastructure projects invested but also in the change in people's awareness. From relying on state support, people have proactively participated in building their homeland, from donating land, contributing labor to protecting projects after investment, according to the Electronic Information Portal of the Department of Ethnic Minorities and Religions of Bac Ninh province.
Viet Tien village, Dai Son commune (Bac Ninh) is a clear proof of this change. As a particularly difficult area with more than 95% of the population being Cao Lan people, in the period 2021-2025, the village was invested in many traffic, irrigation, and cultural house projects.
Success comes not only from capital but also thanks to mass mobilization work, promoting the role of village elders, village heads, reputable people and publicity and democracy in the implementation process.
Thanks to consensus, dozens of households voluntarily donated thousands of square meters of land, cut down crops, and dismantled works to open roads without requesting compensation. Typically, Ms. Hoang Thi Hien, although from a poor household, still donated more than 1.5 hectares of forest land and a growing acacia area to serve the project.
Completed projects have helped reduce transportation costs, ensure production water, create community living space; the poverty rate of the village decreased from more than 30% in 2021 to below 15% in 2025.
This spirit of joint efforts is also spread in many localities in ethnic minority and mountainous areas of Bac Ninh. The combination of state resources and the participation of people helps projects to be effective in the long term, contributing to improving living standards and consolidating the great unity bloc.
In the period 2026-2030, Bac Ninh sets a goal of no longer having particularly difficult communes in ethnic minority and mountainous areas. In addition to implementing the National Target Program according to Decision No. 417/QD-BNNMT, the province allocates about 4,000 billion VND to invest in 97 key projects in 19 particularly difficult communes and continues to integrate many development resources.
Reality shows that investment capital is the foundation, but the consensus and initiative of the people are the decisive factors for sustainable efficiency. When each piece of land, each working day is considered an investment for the future of the family and homeland, people's strength will become an important resource, creating a foundation for a new stage of development.
