Community houses are built in villages, hamlets, and residential blocks in 34 communes and wards in the area, with a total cost of more than 460 billion VND, according to VNA.
The goal is to start construction before June 30 and complete it before September 15, 2026, contributing to improving disaster response capacity at the grassroots level.
According to the Department of Construction of Dak Lak province, the unit has prepared 3 typical design templates, suitable for the conditions of each area. The works have an area of 150-160m2, grade III scale, 2 floors, reinforced concrete structure. The design ensures both community activities and safe shelter when natural disasters occur. The investment level of each project ranges from 1.56 to 1.77 billion VND.
Depending on the actual situation and location of the land area, specialized agencies will coordinate with communes and wards to select suitable house models. This is to ensure long-term use function and promote the effectiveness of the project in both normal conditions and when there are natural disasters.

Localities in the province have proactively allocated clean land funds to deploy construction. Land sources are quite diverse, including public land managed by the state, existing cultural house land, surplus headquarters land and community activity land. This is an important condition to accelerate the project implementation progress.
The Department of Construction has requested the Provincial People's Committee to direct the Department of Finance to advise on allocating funds. At the same time, Dak Lak province also proposed to the Prime Minister to provide additional support from the central budget to synchronously implement the projects.
After actual inspection in some communes and wards in the eastern region of the province, Secretary of Dak Lak Provincial Party Committee Luong Nguyen Minh Triet emphasized that building community activity houses combined with flood prevention and avoidance is an urgent task, of great significance in ensuring the safety of people's lives and property, especially in areas frequently affected by natural disasters.
Provincial leaders requested that in the process of implementation, localities and relevant departments and agencies must focus on designing and fully arranging essential functions. The project needs to both serve regular community activities and meet the requirements of safe shelter in case of rain and floods. The multi-purpose space must have a capacity suitable for the population size; the temporary accommodation area must ensure ventilation and safety; and be fully equipped with electricity, clean water, cooking areas, toilets and rescue equipment.
In addition, the project must meet technical requirements such as good load-bearing capacity, flood and storm resistance; have reasonable escape routes, convenient for movement in emergency situations. The communication system needs to be integrated, ensuring early warning capability, serving command and operation when natural disasters occur.
The Secretary of the Dak Lak Provincial Party Committee requested departments, branches, and localities to focus resources, accelerate construction progress, and ensure the completion of 295 projects before September 15, 2026 according to the set plan.
