Site clearance (GPMB) is directly related to the rights, livelihoods and housing of people. The reality in Phu Tho shows that when the government publicizes information, listens to and explains policies clearly, many obstacles are removed right from the grassroots level.
In Bang Luan commune, during the implementation of the 500kV Lao Cai - Vinh Yen power line project, the commune Youth Union established a volunteer youth team, coordinating with heads of residential areas to go to each household with land, trees, and assets in the corridor of the line.
Youth union members and grassroots officials grasped the thoughts, explained the meaning, progress requirements of the project, mobilized people to cut down trees, dismantle, relocate assets and hand over land. Thanks to that, the project was implemented according to plan.
In Vinh An commune, the family of Mr. Le Van Duy and Ms. Nguyen Thi Thu Hang has 16.4m2 of residential land in the area to be recovered to implement the Project to renovate and expand National Highway 2 Vinh Yen - Viet Tri section. After participating in a meeting, disseminating policies and answering about compensation, support, and resettlement, the family agreed to hand over the site and proactively dismantle the works on the land.
Since the province was merged, Phu Tho has implemented site clearance for 462 projects with a total recovered area of nearly 5,500ha. Of which, 49 projects have completed compensation and handed over nearly 2,600ha of clean land, reaching over 47%; the remaining 413 projects are being accelerated on an area of nearly 2,900ha.
At the grassroots level, consensus is also transformed into direct resources. In Dong Luong commune, from July 2025 to now, the locality has implemented 16 projects to renovate and upgrade roads and canals according to the motto "State builds, invests - people unite, donate land".
The road from Xom Chua area to Don Vuc area is more than 750m long, requiring about 2,500m2 of land from 36 households along with more than 270m of fences and many assets. Thanks to propaganda, publicizing the policy and for people to discuss, households basically agreed, many families voluntarily donated land and dismantled assets.
Over the past year, people in Dong Luong commune have donated over 7,200m2 of land, including more than 6,000m2 of tea land; dismantled over 1,200m of fences and auxiliary works to serve infrastructure construction.
On April 14, 2026, the Provincial People's Committee issued Plan No. 123/KH-UBND on the emulation movement "Accelerating the progress of site clearance to serve the implementation of key projects" for the period 2026 - 2030. The movement promotes both the progress of site clearance and the effectiveness of propaganda and mobilization, and at the same time commends organizations, households, and individuals who donate land, contribute land use rights, assets or hand over land ahead of schedule.
Bringing mass mobilization ahead, promoting democracy, ensuring publicity and listening to the people is creating more resources for Phu Tho to remove land clearance bottlenecks, accelerate project progress and expand socio-economic development space.
