After implementing 2-level local government, many grassroots Party organizations in rural areas, especially ethnic minority areas in Lam Dong, face difficulties and confusion in organizing activities. Faced with this reality, commune-level Party committees have proactively brought core party members to the grassroots level, directly attending party cell meetings to guide and support.
In Dam Rong - one of the difficult mountainous districts - from July 1, 2025, the merger of communes and the failure to organize district-level meetings caused many party members who are cadres to transfer their activities to work units. Party cells are therefore lacking core forces, while Party committees are mainly farmers, mostly ethnic minorities, primary and secondary school level, not familiar with Party regulations, according to VNA on April 12.
Faced with that situation, the Party Committee of Dam Rong 2 commune has implemented specific solutions. In December 2025, the Executive Committee of the Commune Party Committee issued Conclusion No. 05, unanimously assigning each party cell under the Party Committee of the agency to help one difficult village party cell.
Each member of the Standing Committee of the Commune Party Committee directly attends activities at the village Party cells. After each session, party members contribute opinions on contents that are not in accordance with the charter, specifically guide how to organize activities, thoroughly grasp resolutions, and at the same time "hold hands and guide" the Party cell to gradually become disciplined.
In March 2026, the Party Committee of Dam Rong 2 commune registered the model "Dam Rong 2 Commune Party Committee is close to the people, respects the people, and serves the people". The model sets a target for 100% of party cells to ensure time, content, and quality of activities; 100% of people's petitions are resolved promptly; no hot spots or complicated cases arise at the grassroots level.
The actual implementation shows clear effectiveness. From being confused, rural Party cells have organized regular activities, and the quality has improved. The Party organization at the grassroots level has gradually become the nucleus in socio-economic development in villages.
Ms. KRă Jăn K’Biên - Secretary of the Party cell of village 4 - said that the Party cell is mainly K’Ho people, with limited qualifications. Since higher-level party members came to attend activities, the Party Committee has been specifically guided, learned experiences from other Party cells, and at the same time enhanced the exemplary spirit of party members.
Dam Rong 2 Commune Party Committee currently has 26 party organizations, including 1 grassroots party committee, 16 grassroots party cells and 10 directly affiliated party cells with 463 party members. Village party cells 2, 3, 4, 5 and Lieng Hung belong to ethnic minority areas, party members have high prestige in mass mobilization.
The model of bringing core party members to the grassroots level is currently being applied by many Commune Party Committees in Lam Dong. In Dam Rong 4, a locality with 16 rural Party cells all belonging to ethnic minority areas, the Commune Party Committee has assigned core party members to directly participate in activities and support the Party cells.
Reality shows that this approach helps improve the quality of Party cell activities, consolidate Party organizations at the grassroots level, and create clear changes in Party building work in rural areas and ethnic minority areas.
