The model not only beautifies the rural face but also directly applies technology to support people's lives. This is the practical result of concretizing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology development and national digital transformation.
According to VNA, Ms. Ho Thi Hong Lien, Secretary of the Party Cell of hamlet 3 Loc Ngai (Bao Lam 1 commune), said that the model originated from the resolution registering to build a model rural hamlet in early 2025. Although it is a purely agricultural area, the Party Committee of the branch still has high determination.

Village head Nguyen Van Anh Vu organized a meeting of 193 households to announce and mobilize for implementation. People agreed to contribute 100,000 VND per household, and voluntarily donated more materials such as iron, cement and contributed to welding iron. On the day of lowering the pillar, people temporarily stopped working in the fields to go out to the streets to help in large numbers, bringing the project to completion on April 30, 2025.
Thanks to the strength of great solidarity, the road running along it like a "backbone", of the village is now cleaned up, installed with 30 colorful flagpoles, slogans, national flags and dotted with fresh flower pots. From the contributions of people, children far from home and some organizations, the village also equips a free wifi system to serve the entire residential area and a loudspeaker that regularly updates current affairs.
In particular, 12 security surveillance cameras are arranged along the road, directly handed over to the village head and security forces for management. Through this, violations of village regulations such as littering or not wearing helmets are detected and promptly reminded.
Digital transformation has spread deeply into daily life. The village hall is equipped with modern equipment with large screens to serve meeting screenings. Unions such as the Fatherland Front, women, youth, and farmers all established social network groups to exchange daily work, helping to quickly deploy activities.
Although Loc Ngai Village Party Cell has only 11 party members, of which 6 have retired, it still excellently promotes its leadership role. Currently, the village has more than 700 people, mainly cultivating over 40 hectares of coffee and fruit trees. Thanks to mutual support in production, people's lives have improved, and the whole village only has 2 poor households and 1 near-poor household.
Assessing the "Smart Chess Road", Ms. Vu Thi Thanh Ly, Standing Deputy Secretary of the Party Committee of Bao Lam 1 commune affirmed that this is a typical example of creatively applying Resolution 57 to practice.
The entire commune Party Committee currently has 70 grassroots party organizations with more than 1,500 party members, including 39 rural party cells and 6 party cells with party members who are ethnic minorities.
Along with Loc Ngai hamlet 3, typical units such as Loc Thang hamlet 16 Party cell, hamlet 12 Party cell all effectively apply electronic party member handbooks, promoting economic development and building new rural areas.
To date, 100% of commune officials and civil servants use electronic operating systems; 100% of dossiers and administrative procedures are received and processed on the network and digital environment.
In 2026, the commune Party Committee will continue to issue Plan No. 49-KH/ĐU to implement Resolution 57, aiming to improve the capacity of the digital economy, build a transparent government and promote the provision of full online public services.
