In mid-June 2026, the Provincial People's Committee issued regulations on solid waste management in the area. Notably, waste source owners must carry out sorting, storage and transfer of waste on time.

With actual treatment capacity, Dien Bien has recently proactively mobilized resources to invest in a waste treatment plant project with a total investment of 237.5 billion VND in Sam Mun border commune.

According to the design, the plant has a maximum domestic waste treatment capacity of 120 tons/day and night; industrial waste treatment of 20 tons/day and night; treatment, reuse and production of organic fertilizer of 50 tons/day and night; along with a drying area for agricultural and forestry products taking advantage of steam from the waste treatment process with a maximum capacity of 140 tons of steam/day and night.

When completed, the project is expected to contribute to improving waste treatment capacity, reducing environmental pollution, creating jobs for local workers, and promoting agricultural production.

According to the plan, in the second quarter of 2026, the organic fertilizer production workshop will be put into operation, and in the fourth quarter of 2027, the second phase of the waste incinerator workshop will be put into operation.

Infrastructure and legal framework will be difficult to maximize effectiveness without the consensus of the people. Therefore, communication and awareness change are being implemented by the border province to each village, hamlet, and market area.

Recently (June 19), the Center for Industrial Promotion and Industrial Development Consulting (Department of Industry and Trade) organized a program to promote people's markets to reduce plastic waste in the upland commune of Pu Nhung.

Along with propaganda work, the Organizing Committee donated 3 trash cans with lids to the Market Management Board; distributed hundreds of baskets of goods, fabric bags and biodegradable products to people and small traders. The activity contributed to encouraging limiting the use of single-use plastic.

With "legality - infrastructure - awareness", although it is a mountainous province, Dien Bien can take the lead in preserving the ecological environment, protecting community health and sustainable development.
