Dien Bien removes obstacles in compensation for large projects

Dien Bien requests units to accelerate compensation and site clearance for key projects, striving to complete tasks before May 30, 2026.

On the morning of May 18, Dien Bien Provincial People's Committee organized a conference to assess the situation of compensation and site clearance for key projects in the province. Standing Vice Chairman of the Provincial People's Committee Lo Van Cuong chaired the conference, according to Dien Bien Electronic Information Portal (TTĐT).

According to the Provincial Land Fund Development Center, Dien Bien is implementing many large projects serving urban development, tourism, transportation, energy and social security.

In which, there are projects: New urban area, resort tourism and sports services in the Northwest of Dien Bien Phu ward; Dien Bien Phu cable car complex combined with cultural and historical tourism; Muong Thanh A urban residential area; Him Lam 7 urban residential area; Multi-disaster management of Nam Rom river basin; Thanh Minh road - Doc Lap hill and residential area; Thanh Nua residential and commercial service area.

Many projects achieved positive results in counting, verifying land origin, preparing and approving compensation plans. Some projects such as Him Lam 7 Urban Residential Area, resettlement points for traffic projects and the Nam Rom River basin disaster management project have basically completed most of the site clearance volume.

However, the implementation process still faces many difficulties such as slow completion of legal documents, lack of resettlement land fund, inadequacies in verifying land origin, disputes or overlapping land use right certificates. Some households have not agreed to receive compensation money and hand over land; coordination between units is still not synchronized.

At the conference, delegates focused on discussing solutions to remove obstacles and accelerate the progress of compensation and site clearance for each project.

For the New Urban Area Project, resort tourism and sports services in the Northwest of Dien Bien Phu ward, units are requested to urgently complete ownership measurement, complete legal documents, develop compensation and resettlement support plans and prepare resettlement land funds to ensure the progress of land allocation to investors.

With the Dien Bien Phu cable car complex combined with cultural and historical tourism project, the conference emphasized strengthening propaganda and mobilizing people to create consensus and soon hand over the site to the construction unit. Delegates also discussed handling plans related to receiving transfers and agreements between investors and people in accordance with legal regulations, limiting complaints.

The conference also continued to discuss solutions to promote the progress of projects: Residential area, commercial services in Thanh Nua commune (area A); Muong Thanh A urban residential area; Him Lam 7 urban residential area; Multi-disaster management of Nam Rom river basin and Dien Bien 1 solar power plant.

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Lo Van Cuong requested the Provincial Land Fund Development Center to coordinate with localities and relevant units to accelerate inventory, complete dossiers, and strive to complete key tasks before May 30, 2026.
