The Chairman of Dong Thap Provincial People's Committee has signed and issued Decision No. 83/2026/QD/UBND on the set of new rural criteria in the province for the period 2026 - 2030. The set of criteria includes the set of new rural commune criteria and the set of modern new rural commune criteria, according to Dong Thap Provincial e-Portal.
According to the decision, the new rural commune criteria set includes 10 criteria with 47 contents, specifying specific requirements for each group of communes. The criteria include: planning; socio-economic infrastructure; rural economic development; training rural human resources; culture, education, health; poverty reduction and social security; science and technology and digital transformation; rural environment and landscape; building a political and public administration system; access to law, security, and defense.
For modern new rural communes, localities must meet new rural standards, fully meeting the standard level according to regulations for group 1 communes of the new rural commune criteria set for the period 2026-2030.
Average income per capita at the time of consideration and recognition must be 10% or more higher than the average income per capita level applied to group 1 communes in the province at the same time.
In addition, modern new rural communes must meet 9 criteria including: ensuring digital infrastructure; using new or renewable energy sources; having smart agricultural models; comprehensively developing economy, culture, education, and health on the basis of applying science and technology, innovation and digital transformation; ensuring social security; rural human resources; living environment; rural landscape; security and order.
