Ha Tinh Provincial People's Committee has just issued Document No. 6464/UBND-NC2 directing departments, agencies, branches, non-business units and People's Committees of communes and wards to implement Resolution No. 02-NQ/TU of the Provincial Party Committee Executive Committee on improving the quality of grassroots cadres in the period 2026-2030.
Notably, the province will complete the development of software to evaluate task performance results (KPI) in 2026 and deploy it at 100% of commune-level agencies from 2027, according to the Ha Tinh Provincial e-Portal.
According to the direction of the Chairman of Ha Tinh Provincial People's Committee, agencies, units, and localities must thoroughly grasp and widely disseminate the content of the Resolution to all cadres, civil servants, public employees and workers; and at the same time comprehensively review and evaluate the team according to job positions.
Based on the review results, units determine the needs for recruitment, training, fostering, attracting high-quality human resources and the requirement for digital transformation in personnel work. Each agency and unit must develop a specific plan and roadmap for implementation, to be completed before August 31, 2026.
For provincial departments and branches, the Chairman of the Provincial People's Committee requests to proactively advise on building, amending, and supplementing mechanisms and policies to improve the quality of the contingent of cadres, civil servants, and public employees; coordinate with the Department of Home Affairs to develop policies to attract, train, foster, use and treat high-quality human resources.
The Department of Home Affairs is assigned to preside over advising on the implementation of the Resolution; review and advise on assigning staff for the 2026-2030 period; complete appraisal and approval of job positions; develop policies to encourage human resource development for the 2026-2030 period and submit them to competent authorities in the fourth quarter of 2026.
This unit also coordinates to review the demand for high-quality human resources, advise on solutions to recruit, attract, and value human resources with in-depth expertise, especially in the fields of science, technology and digital transformation.
According to the plan, in 2026, Ha Tinh will deploy an interconnected database on commune-level cadres, civil servants, and public employees; striving to digitize and manage 100% of cadre, civil servant, and public employee records on the province's common database system by 2027.
The Department of Science and Technology is assigned to complete the development of software to evaluate task performance results (KPI) in 2026, deployed at 100% of commune-level agencies from 2027; coordinate to issue personal digital signatures to all commune-level officials before 2028; promote the application of artificial intelligence, digital platforms and shared databases in management, administration and performance of public duties.
For the People's Committees of communes and wards in the area, the Chairman of Ha Tinh Provincial People's Committee requested to proactively assess the current situation of the contingent of officials, determine the needs for recruitment, training, and arrangement of suitable human resources; promote digital transformation, update, standardize, and digitize official records; strengthen administrative discipline and order; evaluate officials in relation to the results of task performance and the level of satisfaction of people and organizations.
Implementation results will be an important criterion to assess the level of annual task completion of agencies, units, localities and heads.
