Strive to disburse 100% of assigned estimates and plans
This is one of the contents stated in Decision No. 105/QD-BCDCTMTQG promulgating the 2025 Work Program of the Central Steering Committee for National Target Programs for the period 2021-2025 ( Program). The decision was signed and issued by Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee.
The goal of the program is to focus on directing, operating, managing, organizing implementation and determination to achieve the highest assigned goals of the National Target Programs:
Build new rural areas in the period of 2021 - 2025; sustainably reduce poverty in the period of 2021 - 2025; socio-economic development in ethnic minority and mountainous areas in the period of 2021 - 2030, period I: from 2021 to 2030; thoroughly handle existing problems and limitations and effectively implement solutions to remove difficulties and obstacles in the process of organizing the implementation of national target programs according to regulations and tasks assigned in Resolution No. 108/2023/QH15 dated November 29, 2023 of the National Assembly on the thematic supervision of "implementation of the National Assembly's Resolutions on National Target Programs on New Rural Development for the period 2021 - 2025, sustainable poverty reduction for the period 2021 - 2025, socio-economic development of ethnic minority and mountainous areas in the period 2021 - 2030".
Focus on directing and managing institutional improvement, promptly issuing full mechanisms, policies, and legal bases to organize the implementation of the National Target Program on Cultural Development for the period 2025 - 2035 and the National Target Program on Drug Prevention and Control until 2030 according to relevant Resolutions of the National Assembly and the Government.
Continue to direct, urge and supervise the implementation of specific mechanisms and policies to implement national target programs as prescribed in Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly; promote the disbursement of public investment capital and the implementation of the 2025 state budget estimate of 3 national target programs according to regulations; promptly handle or report to competent authorities to handle arising issues.
To achieve the above goal, the Central Steering Committee will carry out the tasks assigned in Decision No. 1061/QD-TTg dated June 2, 2025 of the Prime Minister and according to the Working Regulations of the Central Steering Committee, focusing on implementing key tasks.
In particular, ministries, central and local agencies focus on perfecting the system of mechanisms and policies, proactively reviewing, promptly issuing according to their authority or submitting to competent authorities to issue legal documents, guiding documents on management and implementation of national target programs at central and local levels after completing the arrangement of administrative units at all levels and building a model of organizing local government at two levels according to the Party's policy in Resolution No. 60-NQ/TW dated April 12, 2025 of the Central Executive Committee and regulations and instructions from competent authorities;
Timely organize training and guide relevant organizations and individuals to implement the Government's Decrees on decentralization, delegation of authority, determination of authority of local authorities and related documents to ensure the organization and implementation of national target programs are not interrupted, and the highest completion of assigned goals.
Effectively deploy propaganda and information work on the Party's guidelines, policies and laws of the State, create consensus of the entire political and social system, mobilize diverse resources and arouse potential, promote the strengths of localities in participating in implementing national target programs.
There are more drastic solutions in implementing the state budget public investment plan and the state budget estimate in 2025 to implement national target programs, striving to disburse 100% of the estimates and plans assigned in accordance with the direction of the Prime Minister in Official Dispatches No. 47/CD-TTg dated April 22, 2025, No. 60/CD-TTg dated May 9, 2025 of the Prime Minister.
Strengthening inspection and supervision
The Decision also clearly states the need to promote inspection, supervision, and urging the implementation of programs through the direction and operation activities of Steering Committees at all levels to promptly grasp difficulties and obstacles and propose solutions, especially in the implementation of goals, tasks, and the situation of using central budget capital and local budget counterpart funds.
Strengthen decentralization, delegation of authority, and clear and specific assignment of responsibilities to each level, organization and individual in organizing the implementation of national target programs.
Summarize and evaluate the implementation results of 3 national target programs in the period of 2021 - 2025, in which it is necessary to clarify the shortcomings and limitations, draw lessons and propose orientations for policy mechanisms, goals, tasks and solutions for implementation in the next period.
