Positive changes from the National Target Program
On November 19, information from Nghe An Provincial People's Committee said that up to now, the implementation of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the period 2021-2025 has achieved many positive results, creating clear changes in life, infrastructure and livelihoods in disadvantaged areas.
To effectively implement the Program, Nghe An has established a Steering Committee and a working apparatus from the provincial to grassroots levels. The standing agency is the Department of Ethnic Minorities and Religions, which established a Working Group to coordinate, advise, and remove obstacles in the implementation process, ensuring that policies are implemented synchronously and on schedule.
According to the Provincial People's Committee, thanks to the drastic participation of the entire political system, many groups of goals and targets have achieved the assigned plan. The average annual poverty reduction rate among ethnic minorities is over 3%. The average income of ethnic minorities by the end of 2024 will reach about 38.4 million VND/person/year. The education target group completed 5/5 targets.
In the labor sector, the rate of workers of vocational training age suitable to the conditions and needs of ethnic minorities reached 51.5%, exceeding the set target. Some other important indicators such as solving residential land, housing, and centralized domestic water have also been planned from the beginning of the phase.
Investment resources from the National Target Program continue to contribute to improving the appearance of ethnic minority and mountainous areas. Transport infrastructure, schools, health stations, power grids, and domestic water have been invested in and upgraded, increasingly better meeting the needs of production, daily life, study and health care of the people.
Promoting the role of Party committees and authorities in ethnic minority areas
Along with investing resources, Nghe An pays special attention to promoting the role of Party committees and authorities at all levels in developing ethnic minority and mountainous areas.
Accordingly, Party committees and authorities at all levels regularly strengthen leadership and direction of ethnic and mass mobilization work; organize inspections, preliminary reports, and summarization to promptly rectify limitations and propose solutions suitable to the reality of each locality.
Propaganda and mobilization work has been innovated in a similar, easy-to-understand, practical direction, in line with the awareness level of the people. Many forms of propaganda are deployed such as through newspapers, social networks, and grassroots reporters and propagandists, contributing to raising awareness and creating consensus among the people.
The province also cares about promoting the role of prestigious people in the residential community. Training courses, meetings, commendations, and honors for outstanding prestigious people are held regularly. Through that, this team actively participates in mobilizing people to comply with policies and guidelines, resolve conflicts at the grassroots level, maintain security and order and strengthen the great national unity bloc.
In addition, the implementation of grassroots democracy regulations and government propaganda work are focused on. Governments at all levels will increase reception, dialogue, listening and promptly resolving legitimate petitions of the People, especially issues arising in the process of implementing national target programs.
Through the effective implementation of national target programs, Nghe An province proactively reports the results, proposes solutions for the development of ethnic minority and mountainous areas, and creates conditions for the Central Government to listen to opinions from the grassroots, thereby improving management efficiency and being close to reality.
Evaluating the results of the Program, Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh said that the investment and direct support contents for the people have brought positive results, created livelihoods, improved people's knowledge, gradually stabilized material and spiritual life, contributing to preserving and promoting the fine cultural identity of ethnic minorities in the area, ensuring security and order.
