After 20 years of implementing Regulation No. 15-QD/TW dated August 28, 2006 of the 10th Central Party Committee on Party members working in the private economy and 8 years of implementing Conclusion No. 29-KL/TW dated January 31, 2018 of the Politburo, the work of managing, educating, and developing Party organizations and Party members in the private economic sector in Lao Cai has achieved many positive results.
The Lao Cai Provincial Party Committee has organized the dissemination and implementation of regulations to Party committees, Party organizations, advisory agencies, the Fatherland Front, socio-political organizations and cadres and party members. Propaganda work is carried out through conferences, Party cell meetings, thematic training, mass media and electronic information portals.
Currently, the whole province has 3,018 party members participating in activities in the private economic sector, of which 142 party members are business owners; 201 private enterprises recruit workers who are party members. Businesses mainly use local labor, contributing to solving jobs and creating income for people.
Businesses and production and business establishments owned by party members basically comply with the law, carry out business registration, tax declaration and financial obligations. Party members who are business owners promote the pioneering and exemplary role, mobilize employees to comply with the Party's guidelines, policies and laws of the State. No party members who are business owners are disciplined.
In the period 2006-2026, the whole province admitted 1,857 party members, established 76 party organizations in private enterprises. Party committees at all levels also reviewed and created sources for developing party members in enterprises without party organizations; and met and dialogued with party members who are business owners and entrepreneurs to grasp and remove difficulties.
Besides the achieved results, the production and business scale of many enterprises is still small; competitiveness, production expansion capacity and value chain linkage are limited. The application of science and technology in some establishments is still slow; the work of managing, creating sources and admitting party members in the private economic sector is not commensurate with the number of workers.
In the coming time, Lao Cai strives that every year 100% of party members working in the private economy are thoroughly grasped of Party regulations, policies, and related laws; each year admit 100 or more party members. The province also orients party members to promote the application of science and technology, digital transformation, and improve productivity and competitiveness.
Lao Cai proposed to study the amendment and supplementation of Regulation No. 15-QD/TW, concretizing the rights and responsibilities of party members when participating in the private economy; and at the same time study the coordination mechanism between Party committees, Party organizations and business owners and business managers.
