Lao Cai Provincial People's Committee has just issued Plan No. 245/KH-UBND to implement Project 4 "Improving the effectiveness of drug prevention and control at the grassroots level" under the National Target Program on Drug Prevention and Control to 2030 in the province, according to the Lao Cai Electronic Information Portal (TTĐT).
According to the plan, by 2030, Lao Cai strives to achieve 100% of communes and wards without drugs; the province has no drugs; 100% of drug traffickers and areas planted with drug-containing plants are detected and eradicated.
The province also sets a target of over 80% of commune-level health facilities meeting the conditions for determining drug addiction status; over 70% of communes and wards with drug addicts are arranged with reception and rehabilitation counseling points that meet the conditions according to regulations.
100% of people working in preparing dossiers requesting the application of compulsory detoxification measures; receiving, consulting, and registering for drug detoxification in communes and wards are trained and educated.
At the same time, 100% of drug addicts, illegal drug users, people managed after detoxification and voluntary detoxification at home and in the community are consulted, supported, and intervened in terms of health and psychology.
Project 4 is being implemented in 99 communes and wards throughout the province. Lao Cai will implement it drastically in 2026 and maintain the results in the following years.
To achieve the set goals, the province implements many solutions such as training to improve the capacity of forces working in drug prevention and control at the grassroots level; ensuring facilities and funding to serve drug prevention and control; improving the effectiveness of detoxification and post-detoxification management at home and in the community; preventing relapse.
Functional forces also strengthen the management of addicts and illegal drug users; fight and eliminate subjects involved in illegal drug trafficking; mobilize people not to plant plants containing drugs and organize inspections and clear violation planting areas.
The Provincial Police is the standing agency, presiding over the implementation of Project 4; coordinating with departments and branches to inspect, supervise, summarize, and summarize the implementation. At the same time, the police force will promote professional training for drug crime investigation police and commune-level police; develop a system of counseling and support for detoxification in the community.
The Department of Health organizes training on determining drug addiction status for 100% of commune-level health facilities; training and issuing certificates for health officials performing tasks at the facility.
People's Committees of communes and wards are responsible for developing plans suitable to the actual situation of the locality; integrating drug prevention and control content into socio-economic development plans; allocating funds and strengthening inspection and urging implementation.
