Implementing Resolution No. 39/2025/NQ-HDND dated December 29, 2025 of the Provincial People's Council on policies to support core cultural - artistic - sports clubs in the period 2026 - 2030, departments, branches and localities in Lao Cai are focusing on implementing many solutions to soon bring policies into practice, according to the Lao Cai e-Portal.
After the Provincial People's Committee issued Decision No. 21/2026/QD-UBND dated April 8, 2026 stipulating the order, procedures and dossiers for implementing support policies, the Department of Culture, Sports and Tourism issued guiding documents urging localities to implement. At the same time, the department strengthened professional guidance, coordinated dossier appraisal and supported grassroots levels to remove difficulties in the process of establishing and organizing club activities.
Localities have reviewed the actual operation of mass cultural, artistic, and sports clubs; selected typical core members to build core club models suitable to actual conditions. Propaganda work is carried out through conferences, community activities and movements in localities, contributing to raising awareness and creating consensus among the people.
As of May 26, 2026, 12/99 communes and wards have completed dossiers and sent them to the Department of Culture, Sports and Tourism for appraisal. Among them, 1 commune has been approved by the Provincial People's Committee for financial support; 3 communes have been assessed as meeting the conditions; 4 communes are completing and supplementing dossiers; 4 communes are in the process of appraisal. In addition, 20 localities have issued decisions to establish and organize the launch of core cultural - artistic - sports clubs.
However, the implementation progress in many localities is still slow. Some communes and wards are still confused in building operating regulations and organizing club activities. The main reason is that the team of grassroots cultural officials is still lacking, concurrently performing many tasks, and the capacity for advising and organizing implementation is not uniform. Some localities have not been proactive in reviewing, building dossiers and implementing policies.
Compared to the goal of establishing and supporting 99 clubs in 2026, the current results are only in the starting stage. In the coming time, the Department of Culture, Sports and Tourism will continue to strengthen guidance and urging the implementation of Resolution No. 39/2025/NQ-HDND and Decision No. 21/2026/QD-UBND; organize professional training for grassroots officials; coordinate to remove difficulties in building dossiers and organizing club activities.
Localities are required to improve their responsibility in directing, proactively arrange human resources, closely coordinate with specialized agencies to complete dossiers in accordance with regulations, and at the same time maintain the operational efficiency of clubs after establishment. The effective implementation of policies will contribute to improving the quality of grassroots cultural and sports movements, creating a healthy community living environment and promoting the traditional cultural values of ethnic groups in Lao Cai province.
