The Government issued Decree No. 307/2026/ND-CP dated August 4, 2026, stipulating policies to provide material support and spiritual encouragement to prestigious people in ethnic minority areas.
According to Article 10 of the Decree, the People's Committees of provinces and cities are responsible for organizing the implementation of policies to visit and support reputable people. On the occasion of Lunar New Year, Tet or traditional festivals of ethnic minorities, reputable people are allowed to visit and receive gifts up to 3 times/year, at a rate of 1 million VND/person/time.
For cases of illness, reputable people are supported no more than once a year. The maximum support level is 5 million VND/person when being treated at specialized medical examination and treatment facilities; 3 million VND/person when being treated at basic medical examination and treatment facilities; and 1 million VND/person when being treated at initial medical examination and treatment facilities.
If a reputable household encounters unexpected difficulties due to incidents, natural disasters or fires causing damage to people (death, missing, seriously injured), the level of visit is 5 million VND/person. In case of property damage, after being certified by the commune-level People's Committee, the household is supported according to reality, up to 5 million VND/household/time and not exceeding 10 million VND/household/year.
The Decree also stipulates a level of visit and encouragement of 1 million VND/case when a prestigious person or family member passes away.
For key leadership delegations, senior leaders of the Party, State, Vietnam Fatherland Front, National Assembly Ethnic Council and Ministry of Ethnic Minorities and Religions when visiting and working in localities, gifts for prestigious people are worth no more than 1 million VND/person.
In case a reputable person is sick, or the family encounters unexpected difficulties due to incidents, natural disasters, fires, or relatives die, the support level is 5 million VND/case.
