Son La sets a goal to reduce poverty and develop ethnic minority areas

Son La promulgates a plan to implement the Ethnic Minority Affairs Strategy for the period 2026-2030, towards poverty reduction and sustainable development in ethnic minority areas.

Son La Provincial People's Committee has issued a Plan to implement the Ethnic Minority Affairs Strategy for the period 2026-2030, with a vision to 2045 to concretize Resolution No. 10/NQ-CP of the Government, in accordance with local practical conditions, according to Son La Provincial e-Portal.

The plan aims at rapid, comprehensive and sustainable development of ethnic minority areas, ensuring national defense and security, improving the effectiveness of state management of ethnic affairs, and at the same time creating changes in awareness and responsibility of cadres, civil servants and people.

By 2030, Son La strives for the average income of ethnic minorities to be equal to half the national average; basically no more extremely difficult communes and villages; over 53% of communes in ethnic minority areas meet new rural standards; reduce the multidimensional poverty rate by an average of 1.5-2%/year.

The province also sets a target for 100% of ethnic minorities who are eligible to access policy credit and participate in health insurance; over 85% of villages and communes have essential infrastructure to meet development requirements.

In addition, Son La will gradually solve the situation of lack of residential land, housing, production land and domestic water; shift the labor structure, annually attracting about 3% of workers to the industrial, handicraft, tourism and service sectors; increase the proportion of ethnic minority workers working in these industries to 40%.

The province also strives to reduce 50% of poor and near-poor households belonging to ethnic groups that are still facing many difficulties compared to 2024, while improving the quality of the political system and the contingent of cadres who are ethnic minorities.

Vision to 2045, Son La aims to basically eliminate poor households; people have full access to basic social services, infrastructure in ethnic minority areas is completed, ensuring social security, improving income and quality of life.

To achieve the above goals, the province will synchronously implement the programs and policies of the Central Government and localities; prioritize investment in transportation infrastructure, electricity, water, schools, health and digital transformation; develop commodity production, collective economy, high-tech agriculture, forest exploitation economy, ecotourism associated with indigenous culture; support livelihoods, vocational training, job creation; and at the same time focus on preserving cultural identity, developing human resources, building a contingent of ethnic minority officials and improving the effectiveness of state management of ethnic affairs.
