Tay Ninh province is promoting measures to improve the effectiveness of poverty reduction and agricultural development through perfecting financial resources, while strengthening the direction and guidance of localities in implementing state management tasks on sustainable poverty reduction.
On the basis of merging the Farmers' Support Fund of Tay Ninh and Long An provinces, the Farmers' Support Fund of Tay Ninh province (new) was established to increase resources for agricultural development, support farmers to expand production and improve their lives.
This is a non-budgetary state financial fund under the Provincial Farmers' Association, operating not for profit, performing lending, trusting, receiving trust and other activities as prescribed in Decree No. 37/2023/ND-CP of the Government.
The fund has legal status, charter capital, its own seal and is allowed to open an account at the State Treasury, the Social Policy Bank and commercial banks operating legally in the area.
The organizational apparatus of the Fund includes the Management Board, Control Board, Executive Board and the supporting department, concurrently appointed by the staff of the Provincial Farmers' Association. According to the approved plan, the Fund's charter capital is currently at VND 81,484 million and is expected to increase to VND 131,484 million by 2030, ensuring budget balance and annual capital allocation according to progress and actual needs.
Along with strengthening financial tools for production development, Tay Ninh also implemented the task of state management of poverty reduction according to the instructions of the Ministry of Agriculture and Environment. The Provincial People's Committee assigns the People's Committees of communes and wards to direct the Economic Department (for communes) or the Economic, Infrastructure and Urban Area (for wards) to advise the People's Committees at the commune level to perform the function of state management on poverty reduction according to the provisions of Decree No. 150/2025/ND-CP of the Government.
Localities are responsible for assigning and promptly implementing tasks related to the National Target Program on Sustainable Poverty Reduction in the management area, while ensuring close coordination between relevant agencies, units and professional departments during the implementation process. In case of difficulties or problems, units should report to the Department of Agriculture and Environment for guidance and resolution.
The Department of Agriculture and Environment is assigned to preside over and guide and urge agencies, units and localities in the implementation of the Program; proactively review and handle difficulties and problems at the grassroots level, in case of exceeding the authority, synthesize and propose to the Provincial People's Committee for consideration and direction.
The simultaneous implementation of financial and administrative solutions demonstrates Tay Ninh's efforts in creating a synchronous support mechanism, helping farmers access capital sources and improve production capacity, thereby contributing to the effective implementation of the goal of sustainable poverty reduction in the province.
