On October 16, the Government Office announced that the Government has just issued Resolution No. 332/NQ-CP on the number of deputy heads of professional departments and equivalents, Public Administration Service Centers under the People's Committees of communes, wards, and special zones under provinces and cities.
According to the Resolution, specialized departments and equivalents, Public Administration Service Centers under the People's Committees of communes, wards, and special zones under provinces and cities (hereinafter referred to as commune-level People's Committees) are arranged with an average of 2 deputy levels.
In which, the leaders of the Commune-level Public Administration Service Center include the Director (Vice Chairman of the Commune-level People's Committee is not yet the Director of the Commune-level Public Administration Service Center) and the Deputy Director equivalent to the Deputy Head of the Department under the Commune-level People's Committee.
The People's Committee at the commune level specifically decides on the number of deputy heads of the professional department and equivalent, the Public Administration Service Center under its management, ensuring that it does not exceed the total number of deputy heads according to the decision of the competent authority.
This Resolution takes effect from October 15, 2025.
Decree 150/2025/ND-CP dated June 12, 2025 stipulates that professional departments are organized at the commune level, including:
The People's Council and People's Committee Office advises and assists the People's Committees at the commune level to perform state management functions in the fields of: Office; Justice; Foreign Affairs.
The Economic Department (for communes and special zones) or the Economic, Infrastructure and Urban Affairs Department (for wards and special zones of Phu Quoc) advises and helps the People's Committees at the commune level perform the function of state management in the fields of: Finance - Planning; Construction and Industry and Trade; Agriculture and Environment.
The Department of Culture and Society advises and assists the People's Committees at the commune level to perform the function of state management in the fields of: Home Affairs; Education and Training; Culture, Science and Information; Health.
Decree No. 118/2025/ND-CP effective from July 1, 2025 stipulates that the People's Committees at the commune level decide to establish the Commune-level Public Administration Service Center as an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers.
The People's Committee at the commune level decides on the arrangement of points for receiving and returning administrative procedure settlement results of the Commune-level Public Administration Service Center at the local level based on the natural area, population size, local socio-economic conditions and number of administrative procedure records.
