Ms. Nguyen Thi Ha Thu's family has lived on a nearly 200 m2 plot of land in Tien Kieu village for 17 years. When the counting team measured each corner of the yard and each tree attached to her family to hand over the site for the Lao Cai - Hanoi - Hai Phong railway project, she could not hide her regret.
Seeing each tree, each familiar corner of the yard, my heart still feels roaring. But when I learned that we would be moved to a new resettlement area with convenient transportation and easier children's education, I was really assured and supported the project" - Ms. Thu shared.
Not far away, Mr. Ngo Ba Hien's family is also in the process of handing over 200 m2 of residential land for the project. Mr. Hien said: "At first, I was also moved because the land had been attached to the whole family for many years. But when the commune officials directly went to the house to explain the plan to the resettlement area, I felt reassured. I believe life in the new place will be better.

The stories of the people of Ha Dong commune not only reflect the careful preparation of the government in establishing two resettlement areas, but also demonstrate the consensus and trust of the people, an important factor for key projects to be completed on schedule.
Ha Dong is an area with many important projects in the city: the 396 extended road project, the intersection of the Hanoi - Hai Phong expressway, especially the Lao Cai - Hanoi - Hai Phong railway line. These are all projects of special significance to the development of the whole country and Hai Phong city.
The Ha Dong Commune Party Committee has established a Steering Committee for Railway Project Site Clearance, headed directly by the Party Secretary. In addition to the Steering Committee, the commune established a Propaganda Working Group to advise on related contents. Party cells and Front Working Committees of villages are required to grasp the situation of each household, propagate and clearly explain the compensation, support and resettlement mechanism.
The common pride of the community
Ha Dong commune applies the model of "Apartment work in the morning - acceptance in the afternoon". Accordingly, before working hours, members of the Compensation and Support Council for GPMB were present 30 minutes in advance to report the work plan to the Head of the Steering Committee. At the end of the day, representatives of the groups reported the results.
Along with that, instead of organizing the public announcement that takes a lot of time, the commune government directly works with each household, explaining and mobilizing according to each person's specific circumstances so that they clearly understand the compensation plan. Thanks to that, the disclosure time is shortened, procedures are faster, and people often agree to immediately sign the compensation plan.

To suit the reality, Ha Dong commune also decided to apply additional support when the State reclaims land to implement a resettlement project to serve the site clearance for the construction of the Lao Cai - Hanoi - Hai Phong railway line at Duong Ngang residential area, Nhan Bau village. These support packages are approved according to the mechanism prescribed in Clause 2, Article 108 of the 2024 Land Law.
Thanks to the synchronous, drastic and flexible approach, Ha Dong has achieved many outstanding results. As of November 27, 2025, the two resettlement areas have completed 100% of the work plan and handed over the site to the construction unit. The cemetery and landfill project has completed 80% of the work, expected to be 100% completed before November 30.
For the main route project alone, the commune has determined the origin and ownership of 400/426 agricultural plots, inventoried 323 plots, sent land reclamation notices to 98 households, and prepared compensation plans for 130 plots.
Party Secretary and Chairman of the People's Council of Vu Duc Hanh commune said: "During the implementation of key projects, the commune also inherited backlogs from the previous Thanh Ha district, especially 33 households that had not signed the plan and received compensation for the extended road project at 396 level, requiring the commune to be determined as soon as it was established."
The People's Committee of the commune had to issue a decision to enforce land recovery for 4 households that had not yet complied with the handover of the site for the extended road 396 project. However, the night before the enforcement, these 4 households agreed, showing effectiveness in mobilizing and persuading the people, without having to organize enforcement. This is a testament to the flexible and drastic approach but still aiming for the consensus of the people.
