As of 7:00 PM on August 21, the center of storm No. 4 is located at about 20.7 degrees North latitude - 108.4 degrees East longitude, about 90km northeast of Bach Long Vi special zone (Hai Phong). The strongest wind near the storm center is strong at level 8 (62-74km/h), gusting at level 10. The storm is moving slowly in the North direction at a speed of about 3km/h.
Due to the impact of the storm, strong winds of level 8 and gusts of level 9 were recorded in Bach Long Vi special zone; Co To special zone (Quang Ninh) had strong winds of level 6 and gusts of level 9.
It is forecasted that by 7:00 PM on August 22, the storm will move in a northern direction at a speed of about 3km/h. The storm's center is located at about 21.1 degrees North latitude - 108.3 degrees East longitude, over the Northern Gulf of Tonkin, about 120km east of Quang Ninh and about 110km north-northeast of Bach Long Vi special zone. The storm maintains intensity of level 8, gusts of level 10.
By 7:00 PM on August 23, the storm is likely to change direction and move south at a speed of about 3km/h. The storm's center is located at about 20.2 degrees North latitude - 108.1 degrees East longitude, over the Northern Gulf of Tonkin, about 170km east-southeast of Hai Phong. The storm continues to be strong at level 8, gusting at level 10.
By 7:00 PM on August 24, the storm is forecast to move in a Southeast-east direction at a speed of about 3km/h. The storm's center is located at about 20.0 degrees North latitude - 109.1 degrees East longitude, in the sea area east of the Gulf of Tonkin, about 120km east of Bach Long Vi special zone and about 270km east-southeast of Hai Phong. The storm is still at level 8 intensity, gusting at level 10.
Disaster risk level: level 3 for the Gulf of Tonkin area, including Bach Long Vi, Van Don, Co To, Cat Hai special zones and Hon Dau island.
From 72 to 120 hours later, the storm is likely to change direction and move northeast, at a speed of about 3-5km/h, then gradually weaken into a tropical depression.
At sea, the Gulf of Tonkin area has strong winds of level 6-7; the area near the storm center is strong at level 8, gusting at level 10. Sea waves are 2.0-4.0m high, strong sea waves.
Ships operating in dangerous areas are likely to be affected by thunderstorms, tornadoes, strong winds and large waves. Vehicles need to proactively prevent and closely monitor storm developments to ensure safety.
