The Hanoi Department of Construction has just reported to the Hanoi People's Committee on the implementation of Decision No. 01/2026/QD-UBND regulating the operation of road vehicles in the city.
According to the provisions of Decision 01/2026, currently, passenger cars with 28 seats or more, regardless of driver, are allowed to operate outside peak hours. In case of necessity, operating during peak hours must be approved in writing by the City Police.
Accordingly, many vehicles with 28 seats or more, regardless of the driver, carrying tourists, will have to stop on some streets outside the restricted area, to be allowed to enter the restricted area by now or have to arrange 2 16-seater cars to pick up and drop off tourists. This has also had a certain impact on increasing transportation costs to the city's tourism industry.
To limit negative impacts on transport and tourism businesses, the inter-sectoral Department of Construction and the City Police agreed to report to the City People's Committee to adjust Decision 01/2026 in the direction of allowing passenger transport business vehicles under specific contracts, which are passenger cars with 28 seats or less, regardless of driver, to operate 24/24h.
Along with that, the inter-sectoral Department of Construction and Hanoi City Police proposed that Hanoi City People's Committee adjust Decision 01/2026 in the direction of allowing pickup trucks to circulate like cars in the area. This proposal aims to harmonize the goal of reducing traffic congestion and the requirements of socio-economic development, while removing difficulties for businesses and people.
