The project aims to enhance the role, effectiveness, and efficiency of State management of World Heritage Ha Long Bay, Yen Tu Bay and Bai Tu Long Bay; sustainable conservation and exploitation, effective promotion, and elevation of the value of World Heritage Ha Long Bay - Yen Tu Bay and Bai Tu Long Bay into an inter-regional and complete heritage ecosystem; forming a model of integrated heritage management for Vietnam and the region.
The project also sets out the goal of transforming the heritage system into a driving force for sustainable socio-economic growth of Quang Ninh province and the country in the new era, mainly based on science and technology, innovation, digital transformation, and green transformation; heritage economy becomes an important component of the creative economy; contributions from exploiting and promoting the value of World Heritage Ha Long Bay - Yen Tu and Bai Tu Long Bay into Quang Ninh's GRDP account for a high proportion.
Thereby, affirming its position in strategic fields, having spreading power and making important contributions to the "double-digit" economic growth target of the province and the country in the 2026-2030 period. At the same time, ensuring comprehensive and sustainable development, in which development is not only measured by scale but also measured by the level of enjoyment, quality of life of the community and standard environment, towards building Quang Ninh into an international-class heritage - cultural - tourism economic center.
The specific objectives of the project are divided into 2 stages of striving to 2030 and 2035.
In which, by 2030, the project sets out many targets such as: 100% of attractions in Ha Long Bay, Bai Tu Long Bay, Yen Tu are monitored for load capacity; 100% of data on heritage values, environmental status and tourism infrastructure are digitized and applied on digital platforms; 100% of new tourism products are ecotourism products and circular economy models; 100% of payment transactions for tourism services in Ha Long Bay, Yen Tu and Bai Tu Long Bay are non-cash.
Quang Ninh strives to 2030, the number of visitors to Ha Long Bay - Bai Tu Long Bay will reach about 10-11 million visitors/year; the number of visitors to Yen Tu will reach about 4 million visitors/year; revenue from tourism and related services in Ha Long Bay - Bai Tu Long Bay will reach about 52,000 billion VND/year (2.2 times higher than in 2025); revenue from tourism and related services in Yen Tu will reach about 10,000 billion VND/year.
