Regarding the business activities of tourist accommodation services in the city, Vice Chairman of the City People's Committee Nguyen Minh Hung assigned the Department of Culture, Sports and Tourism to preside over and coordinate with departments, branches, and localities to monitor and urge the overcoming of shortcomings and limitations of tourist accommodation establishments that have been inspected; review and update the database of tourist accommodation establishments in the city, serving state management work. At the same time, strengthen guidance for organizations and individuals doing business in tourist accommodation services to fully implement legal regulations on business conditions, improve service quality, cultural behavior, and ensure a civilized and safe tourism environment.
The City Police directed functional forces to strengthen inspections and guide accommodation establishments to strictly implement regulations on security, order, residence declaration, prevention and control of social evils; inspect the compliance with regulations on fire prevention and fighting and rescue; handle or propose handling according to their authority for violations.
Along with that, coordinate with relevant agencies to review and assess the current status of accommodation establishments invested and built before the new regulations on fire prevention and fighting take effect, study and guide the maintenance of safety conditions, and propose appropriate handling solutions for existing works in accordance with the law.
The Department of Agriculture and Environment shall preside over and coordinate with the People's Committees of wards and special zones to review, inspect, and guide the compliance with legal regulations on environmental protection for tourist accommodation establishments; request establishments to complete environmental dossiers according to regulations; handle or propose handling according to their authority for establishments that do not implement or do not fully implement.
The Department of Construction shall, based on its functions and tasks, coordinate to review the conditions on construction, structure, technical safety and operating conditions for tourist accommodation establishments; guide localities to inspect and handle according to their authority cases of using works that are not in accordance with their functions or do not ensure safety conditions but are put into accommodation business.
The Department of Industry and Trade coordinates to strengthen guidance on price listing, publicizing prices and selling at listed prices for tourist accommodation services according to regulations, ensuring the rights of consumers in tourist accommodation service business activities. At the same time, direct market management forces to coordinate with local authorities to inspect and handle violations of prices in tourist accommodation service business activities according to their authority.
The Department of Health presides over and coordinates with agencies, units, and localities to strengthen guidance and inspection of compliance with legal regulations on food safety for accommodation establishments with food service business; handle violations according to their authority.
People's Committees of wards, special zones: Do Son, Cat Hai, Gia Vien, Hong Bang and localities with tourist accommodation establishments strengthen state management of tourist accommodation service business activities in the area; regularly inspect and guide tourist accommodation establishments to maintain business conditions, fully implement regulations on prices, security and order, fire prevention and fighting, environmental protection, food safety and other legal regulations.
In addition, localities urgently inspect and consider handling cases according to their authority for cases where the inter-sectoral inspection team has proposed transferring to localities for handling; strictly manage establishments that have stopped operating, are being repaired, changing subjects, subject to land acquisition or no longer doing business in accommodation, not allowing them to resume operations when they do not ensure the conditions according to regulations.
Localities continue to carry out the renovation and management of the current status of accommodation establishments subject to revocation according to the planning approved by competent authorities; study and replicate the model of publicizing price listings associated with the hotline of local authorities to improve management efficiency and protect the rights of tourists.
