According to Lao Dong, on October 15, all preparations from the stage, lighting to the audience area were completed before the music program at Kim Tan Square (Lao Cai City, Lao Cai Province).

On October 15, speaking with Lao Dong, Chairman of Lao Cai City People's Committee Hoang Dang Khoa said that the music event taking place in the city was licensed by the province to the organizer to raise funds for people affected by storms and floods.
According to Mr. Hoang Dang Khoa, because the event was licensed by the province, the city arranged the venue and ensured security and order.
According to Chairman of Kim Tan Ward People's Committee Doan Thi Ngoc, according to the directive document of Lao Cai City, the unit will coordinate in cultural management work, deploy forces to ensure urban order and traffic safety at Kim Tan Square, where the event will be held at 8:00 p.m. on October 15.
Ms. Vu Thi Thuy Dung - Acting Head of the Department of Culture and Information of Lao Cai City, confirmed the organization of the charity event and added that Lao Cai province has approved the organization of the music night and assigned the city to arrange a location for the organization.
The art performance takes place from 8:00 p.m. to 10:30 p.m. on October 15, at Kim Tan Square, Lao Cai City.
