On the morning of July 10, the Resolution regulating measures to reduce plastic emissions in Hanoi (implementing Point d, Clause 2, Article 28 of the Capital Law) was approved by 100% of delegates at the 25th session of the 16th Hanoi People's Council.
This Resolution stipulates measures to reduce plastic emissions in production, business, service and daily life in Hanoi.
Accordingly, manufacturing enterprises using PE and PP plastic in packaging specified in Points d, d and e, Clause 2, Article 77 of Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection, amended and supplemented in Decree No. 05/2025/ND-CP dated January 6, 2025 of the Government, must use at least 20% of recycled plastic in the above packaging from January 1, 2028; must use at least 30% of recycled plastic in the above packaging from January 1, 2030.

Gradually reduce the production and import of single-use plastic products, hard-to-decompose plastic packaging and products and goods containing microplasts.
From January 1, 2021, stop the production and import of single-use plastic products (except for products certified with Vietnamese ecological labels), Biodegradable plastic packaging (including biodegradable plastic bags, packaging plastic boxes, food containers) and products and goods containing micro-lastics, except for cases of production for export and cases of production and import of biodegradable plastic packaging for packaging products and goods sold on the market.
Markets and convenience stores that do not provide free biodegradable plastic bags from January 1, 2027; online sales units are responsible for minimizing the use of plastic packaging, plastic shock absorbers or recalling plastic packaging, shock absorbers to prevent loss to the environment.
Markets and convenience stores do not circulate and use single-use plastic products, non-biodegradable plastic packaging (including non-biodegradable plastic bags, packaged foam plastic boxes, food containers), except for products and goods with non-biodegradable plastic packaging from January 1, 2028.
Hospitals and tourist areas are not allowed to circulate and use single-use plastic products (including toothbrushes; barber knives; cotton toothpicks; swimsuits; single-use plastic packaging for storage and containment: Toothpaste, shower gel, body lotion, shampoo, hair care) from January 1, 2026.
During their activities, units, agencies, organizations and unions under the city government do not use disposable plastic products (except products certified with Vietnamese ecological labels), Biodegradable plastic packaging (including biodegradable plastic bags, packaging plastic foam boxes, and food containers). Do not use bio-degradable plastic packaging (including bio-degradable plastic bags, packaged plastic boxes, food containers) to contain and come into direct contact with food, except for products and goods with bio-degradable plastic packaging from January 1, 2028.
