Moritz Naumann, representative for the Rostock City Department of Tourism, said the agency "has received many complaints from those who feel harassed in areas for bare-faced people" and that the regulation should only be used in "incidents of conflict".
In the beach guide, common violations were pointed out, including staring, taking photos and making vulgar comments about the naked, according to CNN.

Rostock City has a 15 km long beach, divided between a beach reserved for naturists (nude), a mixed beach and a beach reserved for swimmers.
Traditional nudism is very popular in Germany, but this movement is weakening in the younger generation.
Naumann added that the city government has been seeing a "downward trend in the number of bare people today. Therefore, we have reduced the number of beaches with bare beaches from 37 to 27 with the new regulation".
Germany is not the only place with a naked beach in the world. Other destinations in Florida and Hawaii (USA), Uruguay, Lithuania, Sweden, New Zealand... also have naked beaches with separate regulations for tourists.
