Nha Trang tightens management of tourist motorbike rental services after an accident

Khanh Hoa - Nha Trang Ward People's Committee requests agencies, units, and business establishments to strengthen the management of motorbike rental activities in the area.

On May 8, Nha Trang Ward People's Committee, Khanh Hoa province issued a document on strengthening management and propaganda of motorbike rental activities in the area.

Accordingly, the Ward Police are assigned to preside over and coordinate with relevant agencies to strengthen inspection and strictly handle motorbike rental establishments that violate regulations on business conditions, driver's licenses, insurance and vehicle safety.

In particular, functional forces will focus on handling cases of handing over vehicles to tourists, including domestic and foreign tourists, when they do not meet the conditions to drive vehicles or do not have valid driver's licenses.

The Economic, Infrastructure and Urban Department coordinates with the Culture and Social Department to review all motorbike rental service business establishments in the area; requesting the full implementation of business registration and signing of rental contracts according to regulations.

The Ward People's Committee also requested the Ward Vietnam Fatherland Front Committee, mass organizations and residential groups to strengthen propaganda to each household engaged in motorbike rental service business about relevant legal regulations.

At the same time, mobilize establishments to absolutely not lease vehicles to people without driver's licenses or who are in a drunken state. Residential communities are encouraged to promote their role in monitoring and promptly reporting violations to local authorities.

Previously, Nha Trang Ward People's Committee had a document sent to motorbike rental service businesses to strengthen the management of this activity for tourists.

According to the Ward People's Committee, motorbike rental activities have developed strongly in the past, contributing to promoting the local service economy and tourism. However, besides the positive aspects, there is still a potential risk of traffic unsafety and affecting the image of tourism if not strictly managed.

Business establishments are required to fully implement legal regulations in car rental activities, only handing over vehicles to qualified people to operate vehicles. Absolutely do not allow people without driver's licenses or in a drunken state to rent cars.

In addition to ensuring vehicle registration papers, insurance and periodic technical inspections, facilities must also meet fire prevention and fighting requirements such as arranging airy parking areas, equipping on-site fire fighting equipment and not repairing or filling gasoline and oil at the parking place.

The Ward People's Committee also requires facility owners to sign clear agreements with tenants, guide guests, especially foreign guests, to comply with the Road Traffic Law, regulations on alcohol concentration and safety principles when participating in traffic.

Over the past time, many traffic safety violations related to foreigners driving motorbikes have occurred in Khanh Hoa.

Recently, in the early morning of May 4, after using alcohol, Smoliakov Konstantin (born in 1991, Russian nationality) drove a motorbike back to his accommodation. When moving to in front of 46 Tran Phu (Nha Trang ward), Smoliakov Konstantin hit Ms. D. T. N. T (born 1957, residing in Nha Trang ward) who was walking on the pedestrian path.

The victim was transferred to the hospital but died later.

Test results showed that Smoliakov Konstantin's blood alcohol concentration was 268.8 mg/100 ml - more than 3 times the highest penalty frame for alcohol concentration violations.
