On the morning of May 6, Mr. Ngu Quoc Viet - Head of the Economic, Infrastructure and Urban Department of Nam Nha Trang ward - confirmed that the locality had organized mediation for the dispute between Mr. Nguyen Ngoc Thanh (resident of Ho Chi Minh City) and Quoc Anh NT Co., Ltd.
Mediation after petition
The Quoc Anh Villa Area project invested by Quoc Anh NT Co., Ltd. has been issued a decision by the Khanh Hoa Provincial People's Committee to terminate operations and revoke the investment certificate from 2024.
This content has been reflected by Lao Dong Newspaper through the article "Officially terminating the operation of the trillion-VND Quoc Anh Nha Trang villa project". According to the petition sent to the Ward People's Committee, Mr. Nguyen Ngoc Thanh said that the land use right of land plot No. 09, map sheet No. 50 (new sheet 283), area of 330.8m2 in Phuoc Ha residential group of his is in dispute with this enterprise.
Mr. Thanh said that in July 2025, when signing a contract for surveying and planting boundary markers, he discovered that a part of his land was being built a warehouse by Quoc Anh NT Co., Ltd.
Project advertising signs still exist in front of the land, affecting his rights and the implementation of administrative procedures.

Meanwhile, representatives of Quoc Anh NT Co., Ltd. provided a number of contracts for buying and selling, transferring land use rights and forest land use rights from 2014 as a basis.
Through actual inspection, the working group of Nam Nha Trang Ward People's Committee recorded that at the time of working, there were no documents related to an individual named Tuan (believed to be related to the company); no construction permits and documents related to advertising signs at the disputed land area were provided.
According to the local authorities, the disputed land plot has been managed and used by the company for a long time; meanwhile, at the time of purchase and sale, Mr. Thanh had not carried out measurement and inspection of the current status of the land plot. The Ward People's Committee requested Mr. Thanh to contact the seller, Mr. Thanh, to clarify the transaction.
Mediation failed, request to maintain the status quo
Mr. Ngu Quoc Viet said that the mediation result was unsuccessful because the parties did not reach an agreement.
Local authorities request the parties to maintain the current status of the land until competent authorities resolve it definitively.
The parties are instructed to base on the unsuccessful mediation minutes to send applications to the People's Court of Region 1 - Khanh Hoa for settlement according to regulations.
According to Mr. Viet, the Quoc Anh Villa Area project has ceased operations since 2024, while the two-level local government model began operating from 2025.
However, up to now, Khanh Hoa Provincial People's Committee has not handed over the project site to Nam Nha Trang ward for management according to decentralization.

Notably, according to local leaders, the dispute between Mr. Thanh and Quoc Anh NT Co., Ltd. is a civil relationship, not directly related to the project, which has been revoked. The dossiers provided by the parties are mainly handwritten documents, with incomplete legal basis.
Previously, Khanh Hoa Provincial People's Committee assigned the Department of Planning and Investment (now the Department of Finance) to carry out procedures to terminate operations and revoke the project investment certificate.
Through review, functional agencies determined that the project's slow progress stemmed from both objective and subjective reasons.
In which, the project belongs to the group that must be temporarily suspended according to Notice No. 555 dated December 4, 2020 of the Provincial People's Committee; and is not in accordance with the general plan and related plans. On the investor's side, the enterprise has not actively implemented according to the schedule, and has been penalized for violations.
