Special policies for MICE tourism in Ho Chi Minh City
On December 22, the Ho Chi Minh City Department of Tourism informed about specific policies to support MICE tourism, thereby affirming Ho Chi Minh City's pioneering role in developing professional, high-quality and internationally competitive MICE tourism.
Previously, the Ho Chi Minh City People's Council passed Resolution No. 62 regulating policies to support attracting tourist groups to Ho Chi Minh City to attend conferences, seminars, exhibitions combined with sightseeing. The Resolution takes effect from December 20, 2025 to December 31, 2030.
Mr. Pham Huy Binh - Director of the Ho Chi Minh City Department of Tourism - said that this is a special policy, the first time in the country that it has been developed and legalized at the People's Council Resolution level. This is a step that demonstrates the city's pioneering, innovative spirit and determination in creating a policy strong enough, stable enough to attract large-scale international events and conferences, while improving service quality and reputation of destinations.

Mr. Pham Huy Binh said that the Ho Chi Minh City Department of Tourism will closely coordinate with departments, branches, localities and the business community to organize the implementation of policies synchronously and effectively, while strengthening communication and promotion work to quickly put the policy into practice.
The policy is not only a solution to stimulate tourism but also a complete public policy model, closely linked between the budget mechanism, service quality standards - the goal of improving the experience and promoting the destination brand.

The policy is designed in the direction of not spreading resources, focusing on supporting MICE groups with a scale of 100 people or more, meeting strict conditions on minimum accommodation time of 3 nights and a tour program of at least 2 days in Ho Chi Minh City, to ensure increased spending, spreading economic benefits and budget efficiency.
The support mechanism is built according to the progressive principle, the larger the delegation, the higher the support level, encouraging the attraction of international events of great stature.

The advantages of connecting international aviation, a dynamic business environment, high-quality human resources and a diverse service ecosystem (residence, cuisine, shopping, culture, entertainment) create a unique attraction for MICE destinations in Ho Chi Minh City.

That prestige and capacity have been recognized by the international community when Ho Chi Minh City was continuously honored by the World MICE Awards as the Best MICE Destination in Asia in 2020, 2021, 2022, 2023 and 2024. This is a clear demonstration of service quality, organizational capacity and the increasingly enhanced position of Ho Chi Minh City MICE tourism on the regional map.
On that platform, Ho Chi Minh City continues to affirm its role as a dynamic, professional and top-notch MICE destination in Asia, contributing to enhancing the city's international image and prestige in the new development stage.
According to the Resolution, MICE groups that meet the requirements will be considered for support:
- Ticket fee to enter tourist attractions, maximum support level of 25%, not exceeding 20 million VND/group;
- Cost of renting a hall or meeting room at a conference center or tourist accommodation facility, the highest support level is up to 30% for large-scale groups;
- Cost of organizing art performances to celebrate and prioritize traditional Vietnamese arts;
- souvenirs when welcoming groups, prioritizing OCOP products and winning products at the Ho Chi Minh City Tourism gift Design Contest.
