Before that, my brother studied and graduated from the Fire Prevention and Fighting University of the Ministry of Public Security. When registering for the investigator exam, there was an announcement that only security or police schools could take the investigator exam.

Responding to this content on the Electronic Information Portal on September 9, the Ministry of Public Security said:
Regarding the content "why fire prevention and fighting police training schools are not allowed to take the Investigator exam", Clause 2, Article 46 of the Law on Organization of Criminal Investigation Agencies stipulates that the general standards for investigators are: "Having a university degree in security, police university or bachelor of law or higher".
Article 5 of Circular No. 26/2022/TT-BCA dated October 6, 2022 of the Minister of Public Security regulating the appointment, dismissal, removal from office and granting and revoking certificates of Heads, Deputy Heads of Investigation Agencies, investigators, and investigation officers in the People's Public Security stipulates the professional standards for investigation: "Having a university degree in security, police university or higher in the security and social order sector".
Therefore, officers who graduated from the Fire Prevention and Fighting University, which belongs to the security and social order group but not from the security university or the police university, according to current regulations, will not be qualified to participate in the investigator recruitment exam.
Regarding the content "Is the Commune Police Chief required to be an investigator?", on April 10, 2024, the Ministry of Public Security issued Instruction No. 10/HD-BCA-V03 on the implementation of the arrangement of investigators and investigation officers at the commune-level police; including instructions on the subjects of appointment of investigators at the commune-level police: "Appoint the position of investigator under the district-level police investigation agency to the Commune Police Chief. In case the Commune Police Chief does not meet the conditions and standards for appointment of an investigator, select 1 Deputy Commune Police Chief who meets the conditions and standards to appoint an investigator. Proceed to appoint the Commune Police Chief and Deputy Commune Police Chief in charge of crime prevention and control with the position of investigator under the district-level police investigation agency".
