Officially reduce the division of teachers into grades I, II, III
Article 12 of the Law on Teachers stipulates the title of teacher as follows:
The title of teacher is a name that shows the qualifications, professional competence, and skills of teachers at each level of education and training.

The title of teacher is determined according to the requirements of professional activities at each level of education and training level.
The appointment and change of the title of teacher is carried out in accordance with the educational institutions in the national education system.
The determination of equivalent titles for teachers in each level of education and training level is implemented according to the regulations of the Minister of Education and Training.
The Government shall detail Clauses 1, 2, and 3 of this Article.
Accordingly, Article 12 of the Law on Teachers no longer stipulates that the title of teacher is divided into grades I, II, III as at present. From January 1, 2026, the title of teacher is determined according to the requirements of professional activities at each level of education and training and the Minister of Education and Training will issue legal documents to determine the equivalent title of teacher in each level of education and training.
Teacher salaries will be ranked highest on the administrative career salary scale
Article 23 of the Law on Teachers stipulates the salary and allowances for teachers as follows:
Teachers' salaries are ranked highest in the administrative career salary scale system;
Vocational allowances and other allowances according to the nature of work, by region according to the provisions of law;
Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching at specialized schools; teachers implementing integrated education; teachers in some specific sectors and occupations are entitled to higher salary and allowances than teachers working under normal conditions.
The salary of teachers in non-public educational institutions is implemented in accordance with the provisions of the law on labor.
Teachers working in sectors and occupations with special regimes are entitled to special regimes according to the provisions of law and are only entitled to the highest level if that policy coincides with the policy for teachers.
Expected new salary coefficient
The Ministry of Education and Training is seeking opinions on a draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions.
At each level of education, teachers are divided into three groups: Teachers, main teachers and senior teachers, equivalent to the current grades III, II and I.
For preschool level, the salary coefficient is from 2.1 - 6.38 (unchanged from the present).
At the primary, secondary and high school levels, the salary coefficient of teachers is from 2.34 - 7.55, in which the salary coefficient of senior teachers (old grade I) is increased, from coefficient 4.4 - 6.78 to 5.75 - 7.55; the salary coefficient of main high school teachers (old grade II) increases from coefficient 4 - 6.38 to 4.4 - 6.78.
With an expected coefficient of 2.1-7.55, teachers will receive a monthly salary of 4.9 to 17.66 million VND.
