Issues related to salaries, bonuses, and allowances are always questions that teachers are concerned about. Over the past time, there have been many questions sent to the Ministry of Education and Training about this content, including the question of Ms. Nguyen Ngoc Ca.

Specifically, Ms. Nguyen Ngoc Ca asked: "Do teachers working in areas with particularly difficult socio-economic conditions (region III), during the 2-month summer vacation, are entitled to long-term allowances and special allowances according to current regulations?
The Ministry of Education and Training answers this question as follows:
The special allowance regime for teachers working in remote island areas and border areas with particularly difficult living conditions is implemented according to the provisions of Circular No. 09/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs.
Accordingly, special allowances are only paid for the months teachers actually work in the area; in case teachers leave the area for one month or more or come to work for less than one month, they are not eligible for special allowances.
Regimes and policies for teachers working in areas with particularly difficult socio-economic conditions are implemented according to the provisions of Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government. According to this regulation, long-term work allowances are applied to subjects with actual working time in areas with particularly difficult socio-economic conditions according to the provisions of law.
The working regime for general education teachers and university preparatory teachers is implemented according to the provisions of Circular No. 05/2025/TT-BGDĐT dated March 7, 2025 of the Minister of Education and Training.
During the summer vacation, teachers still perform tasks according to the requirements of the job position, including participating in professional training and development; participating in the high school graduation exam, enrollment work and other tasks when summoned by competent authorities. Thus, the summer vacation time is still defined as the time teachers perform tasks according to regulations.
Based on the above regulations, teachers working in areas with particularly difficult socio-economic conditions during summer vacation, if they are still in the payroll and perform tasks as required by the job position and the competent authority, are eligible for long-term work allowance and special allowance according to current regulations.
